80.01 Incident Qualifications Certification Committee

GOVERNING REGULATIONS
The Incident Qualifications Certification Committee is governed by the “Wildland Fire
Qualification System Guide (PMS 310-1)” published by the National Wildfire
Coordinating Group (NWCG).

PURPOSE
The purpose of the Incident Qualifications Certification Committee is to develop criteria
for agency certification of NWCG positions, to evaluate emergency response taskbooks
for TFS personnel and to recommend certification of qualified personnel.
The Planning and Preparedness Department Head is the designated Certifying Official for
taskbooks.
The Incident Response Department Head is the designated Certifying Official for initial
certification and annual recertification of the Incident Qualification Cards (“red cards”).
3.
MEMBERSHIP
The Incident Qualifications Certification Committee is a group of TFS employees whose
expertise represents the functional areas of the Incident Command System – Command,
Operations, Planning, Logistics, Finance, Air Operations, Prescribed Fire and Dispatch.
The Associate Director for Forest Resource Protection appoints committee members.
Approximately ten TFS employees will serve on the committee. The Planning and
Preparedness Department Head or designee will serve as the chair. The committee will
meet in person at least once a year to review current procedures and discuss issues. To
expedite taskbook approvals the committee will communicate via e-mails and conference
calls as necessary during the year.
4.
RESPONSIBILITIES
The Incident Qualifications Certification Committee will do the following:

Review training records and taskbooks and determine if employees possess the
personal characteristics necessary to perform duties in a safe and efficient manner.
Provide recommendations for approval/disapproval of NWCG taskbooks for TFS
employees.

Identify agency shortages in position qualifications and encourage employees to
pursue additional qualifications to fill TFS needs. Provide mentoring from
subject matter experts to assist employees in attaining qualifications.
4.3
Assist with development of criteria for other incident response related
qualifications (for example, chainsaw operator certification).
4.4
Make recommendations to the Incident Response Department Head regarding
agency training needs.
REPORTING
The Incident Qualifications Certification Committee reports to the Executive Team
through the Associate Director for Forest Resource Protection.
