Acting Forest Supervisor In the absence of the Forest Supervisor, the following Staff Officers will serve as Acting for the month specified. The acting delegation assumes all signing authority as outlined in FSM 1236.43 L&CNF Supplement. Acting Staff Officer It is the responsibility of each Staff Officer to designate, in writing, an Acting for their functional area of responsibility during their absence. This designation must indicate whether any or all of their signing authority as outlined in FSM 1236.43 L&CNF Supplement is included. Periods of time for acting assignments are at the discretion of the individual Staff Officer. 3. District Rangers/Center Director District Rangers and Center Director shall establish similar acting procedures to provide for continuity of authority in their absence to be effected, as necessary, by memorandum. Forest Supervisor a. Documents involving new Forest policy or program direction, line decisions, requests requiring action and major changes in established policy. b. Transmittal letters for management reviews. c. Letters of acknowledgement or replies to members of Congress. d. Letters to associations or organizations when personal attention will best serve the public needs. e. Grazing permits and special use permits as delegated by the Regional Forester. f. Decisions on appeals under Title 36 CFR 251 and correspondence to the Appeals Deciding Officer. g. Agreements and Memorandums of Understanding with state agencies, association or individuals. h. Directives material including Forest Supplements. i. All correspondence or material crossing lines of authority. j. Correspondence to other Federal agencies, Indian tribal governments, state and local governments and other Forest Service Regions. Deputy Forest Supervisor A Deputy Forest Supervisor performs all duties and exercises all functions vested in the Forest Supervisor, subject to any reservations of authority by the Forest Supervisor. During the absence of the Forest Supervisor or Deputy Forest Supervisor, the designated Acting Forest Supervisor will sign all of the above correspondence (ref 1231.3, L&CNF Supplement). 3. Acting Forest Supervisor The Acting Forest Supervisor should not exercise the signing authority lightly. The Acting is also responsible for ensuring that the material is accurate and properly prepared. If there is any question, the author of the correspondence should be consulted. 4. Staff Officer Staff Officers are responsible for carrying out the functions as assigned and for signing correspondence needed to discharge this obligation. The Staff Officer should exercise judgment in recognizing borderline correspondence which should go to the Forest Supervisor or Deputy for action (see item i under Forest Supervisor). Each Staff Officer will exercise signing authority for all routine functional correspondence to the Regional Office, other forests, districts and individuals. Routine correspondence is defined as that which deals with clarification of procedures, providing technical information or routine administration of the resource or function for which the Staff Officer is responsible. 5. Specialists Specialists have no signing authority except as stated in FSM 1231.3 L&CNF Supplement.
