MANATEE COUNTY
On December 12, 2014, Manatee County rendered Ordinance No. 14-30 to the Tampa Bay Regional Planning
Council. The Ordinance reflects an amendment adopted by the Board of County Commissioners on December 4,
2014.
BACKGROUND
On August 26, 2008, the Manatee County Board of County Commissioners rendered to the Tampa Bay Regional
Planning Council (TBRPC) Ordinance No. 08-13, a Development Order adopted on August 5, 2008. The Development Order had initially granted specific approval for only the first of a three-phase project owned by SMR North
70, LLC. The initial 697.4 acres of the mixed-use development was located along the north side of S.R. 70 between
Lakewood Ranch Boulevard (to the west) and Pope Road (to the east), south of Malachite Drive and approximately
two miles south of S.R. 64.
The Development Order was previously amended twice, most recently on October 3, 2013 (i.e. Ordinance No. 1328). The Amendment authorized the following modifications to the Development Order: updated buildout and
Development Order expiration dates to reflect previously granted extensions; updated Development Order verbiage
to reflect previously completed requirements; modified Affordable Housing conditions to reflect current Manatee
County procedures; and revised the “Minimums” and “Maximums” associated with the Land Use Equivalency
Matrix. The Development Order now expires on March 22, 2027.
DEVELOPMENT ORDER AMENDMENT
The Ordinance authorized the following modifications to the Development Order:

addition of 796.22 acres to the project;
spread existing entitlements across revised project boundaries while not increasing/affecting overall project
entitlements;
recognize prior conversion of 100,000 sq. ft. of Office and 100,000 sq. ft. of Retail within Phase 1 for 1,008
additional Multi-Family Residential units;
grant specific approval of Phases 2 and 3; and
other corresponding Development order modifications.

RECOMMENDATION
In accordance with Section 380.07, Florida Statutes (F.S.), this Development Order has been reviewed and
determined to be consistent with the Council’s NOPC Report adopted on October 13, 2014 and with the Council's
Final Report adopted on December 10, 2007.
It is recommended that the State Land Planning Agency concur with the Development Order amendment issued by
the Manatee County Board of County Commissioners for DRI #265 - Lakewood Centre.
