The Resolution reflects an amendment adopted by the Board on July 25, 2006. BACKGROUND Phase I of the Apollo Beach development (DRI #59) was specifically approved in 1979 to include 5,719 residential units, 149 acres of commercial development, 15 acres for school sites and 18 acres for recreational facilities on 5,180 acres. This mixed-use development is located between U.S. 41 and Tampa Bay, in southwest Hillsborough County. Conceptual approval of the later phases was granted at that time, subject to further analysis of the potable water supply, sewage disposal, drainage, historical and archaeological sites and transportation. The entire project was originally proposed to contain 17,971 residential dwelling units, of which 4,418 were vested from DRI review. DRI #59 was amended on May 7, 1991 and October 14, 1993 to significantly reduce project entitlements and reduce the size of the project. On April 25, 1990, Hillsborough County granted a Development Order to Frandorson Properties for specific approval of Phases 2 and 3 (i.e. DRI #209). Phase 4 retained conceptual approval status. These latter phases totaled 1,120-acres with an anticipated buildout date of 2004 and were subsequently eliminated from this Development of Regional Impact. On July 15, 1997, Hillsborough County consolidated the Development Orders for the two projects (i.e. DRIs #59 & #209) through the adoption of Resolution No. R97-169. The Consolidated Development Order has subsequently been modified eight times, most recently on June 13, 2006 (Resolution No. R06-119). The amendments have cumulatively: further reduced the project entitlements; removed large parcels acquired by the County under the ELAPP or in association with the Harbor Bay DRI #241); consolidated some of the project phases; extended the buildout dates associated with each of the project phases; corresponding legal description changes; modified project entitlements and land use mix and removed the former Phase 2 consisting of 30 residential units on 11.12 acres. RESIDENTIAL (Units) MARINA (SLIPS) DEVELOPMENT ORDER AMENDMENT The current Development Order Amendment authorized additional five year extensions of the Phase 1 buildout date and the Development Order expiration date (each to December 31, 2011). This constitutes a cumulative extension period of 16 years and two days. RECOMMENDATION In accordance with Section 380.07, Florida Statutes (F.S.), this Development Order has been reviewed and determined to be consistent with the Council’s NOPC Report, adopted on June 12, 2006, and with the Council's Final Report adopted on April 10, 1978. It is recommended that the Department of Community Affairs concur with the Development Order amendment issued by Hillsborough County for DRI #59 - Apollo Beach. GENERAL LOCATION MAP
