What do Microsoft, Anheuser-Busch North America and Florida Commerce Credit
Union have in common? They now have Vice President-People or Chief People
Officers in charge of their strategic human resource functions!
Why would these organizations have gone to the trouble of changing the VP human
resources or personnel title? The title change for these companies is a way to signal
that people in the organization are truly the firm’s most valuable asset. Research
supports this type of approach in a global information economy.
Barney (1991), in his Resource Based View (RBV) model, suggested that only
valuable, rare, and difficult to imitate/substitute resources could help firms achieve
sustainable competitive advantage in the marketplace. Fortunately for HROD
professionals, the firm resources that best fulfill that requirement are human capital,
i.e., individual and collective human resource knowledge, skills and abilities (Becker,
1964), combined with social capital, i.e., people relationships, structures, and
processes in the firm (Nahapiet & Ghoshall, 1998). Based on two decades of
empirical research, Buller and McEvoy (2012) have developed a model that
demonstrates how firm HROD practices and capabilities relate to enhanced,
sustainable firm performance.
What role do these VP-People officers play in their organizations? Specifically, they
work collaboratively at the executive level to link the firm’s strategic goals to its
people practices, policies and processes and measure the outcomes of those linkages.
Only when unified, aligned linkage is achieved can traditional functions such as
recruitment/selection, performance management and compensation, for example,
unleash the full power of people to accomplish strategic goal achievement,
organizational effectiveness and sustainable competitive advantage.
In these firms, great care is taken to ensure that every HRM function is linked to one
or more of the firm’s strategic goals. For example, at Microsoft, “Global Diversity &
Inclusion strategy is a fundamental link in our business priorities...across the
company to drive our goal of market leadership through diversity excellence.”
Linkages include: “building our employee pipeline, while actively recruiting and
hiring the world’s top talent from all groups within society;” “creating engagement in
the work environment…[to] promote behaviors that encourage new ways of
problem-solving and reward diversity of thought;” and “driving market
excellence…incorporating talents of our varied workforce into our products and
recognizing the needs and priorities of our diverse customer, supplier and partner
base.” Additional details are available at
http://www.microsoft.com/about/diversity/en/us/vision.aspx
Finally, VP-People or Chief People Officers take the next step and establish metrics.
Often these metrics are incorporated into a balanced scorecard for all of the firm’s
strategies, such as financial, customer, internal processes and employee learning.
Kaplan and Norton (1992) developed the balanced scorecard framework as a means
of tracking progress toward both tangible and intangible strategic goals. As Dr.
Schulz noted in the Fall2011 newsletter, all organizations are placing increased
emphasis on measuring HROD outcomes.

MSHROD Alumni Interview: Chao Sun
By: Dr. Eric Schulz
Our highlighted alumnus in this edition of the MSHROD newsletter is our first graduate of
the MSHROD program in China featured here. Chao Sun, “Sunny,” is one of the graduates of
the fourth cohort of students at Tianjin University of Commerce where he received his
Masters of Science Degree in Human Resource Management (MSHROD) from Eastern
Michigan University. Sunny learned about the MSHROD program from his college
roommate, Bill, at Tianjin University of Commerce. Bill was also a graduate of the MSHROD
program in the third cohort of students.
What attracted Sunny to the MSHROD program was the opportunity to learn about the
principles of managing personnel in the operation of a business. When Sunny first entered
the program, he hoped to learn about concepts associated with staffing and hiring
individuals to perform work at his family business. Sunny’s family operates a mining
business in China. After graduation from college and prior to Sunny’s enrollment in the
Eastern Michigan MSHROD program at Tianjin University of Commerce, Sunny worked at
Pepsi Cola in China.
Sunny stated that the MSHROD program introduced him to many valuable aspects about
American human resource management and organizational behavior practices. Sunny
noted that there is a wide gap between many of the human resource management practices
practiced by American and Chinese firms because of cultural differences and more
formalized American management practices. A significant difference Sunny noted
between Chinese and American firms was the greater emphasis in American firms of the
formality of a job’s responsibilities as outlined by a job analysis and job description. Sunny
did note, however, that Chinese firms are gradually adopting some of the human resource
management and organizational behavior practices, such as job analyses, which are
practiced by American firms.
Sunny, who is currently pursuing an additional certificate from the MSHROD program at
the College of Business Ypsilanti campus, noted that his experience and degree from the
MSHROD program have been very valuable to him. The experience that is of greatest
importance to Sunny from the MSHROD program has concerned the importance of
analyzing, collecting and evaluating information to solve problems. Sunny claims this new
way of approaching problems, which he learned from the MSHROD program, can be
applied to any business setting and is, therefore, a lifelong and valuable skill.
