WHEREAS, the Texas Traffic Safety Act of 1967, Article 6701j-1, Vernon's Texas Civil Statutes, authorizes the governor to establish and administer a statewide traffic safety program designed to reduce traffic accidents and the resulting deaths, injuries, and property damages; and EREAS, the President by virtue of Title 15, United States REAS, the President by virtue of an.Executive Order of 29, 1979, delegated to the governors of each state t h e AS, due to increased public awareness of the short- . Clements, Jr., Governor of under the authority vested in me, do hereby determine e system of allocation of motor gasoline set forth in Ex- WHEREAS, the Federal Highway Safety Act of 1966, Public Law 39.564, as amended, requires that t h e federal program and funds be administered by t h e governor through a state highway safety agency which shall have adequate powers and be suitably equipped and organized to carry out such programs; and WHEREAS, Executive Order D.B. 28, dated May 5, 1976, ordered the transfer of the functions of the Governor's Office of Traffic Safety, including all personnel, records, contracts, etc., to t h e Texas Department of Highways and Public Transportation and directed the engineer-director of such department to assist in administering the Texas Traffic Safety Act of 1967 a n d the programs created pursuant to that Act; and WHEREAS, the 65th and 66th Legislatures have both provided direct appropriations to t h e Department of Highways and Public Transportation for traffic safety promotion, thus recognizing and approving the concept of administration of the Texas Traffic Safety Act programs by such department; and WHEREAS, by virtue of Article 5429j, Vernon's Texas Civil , Statutes, the organization and efficiency of state agencies is a proper concern of t h e governor.
