WHEREAS, the State of Texas recognizes its responsibilities,
to protect the lives and property of its citizens through tlLdetection and apprehension of criminals; and
WHEREAS. the State of Texas recognizes that the existencd
and prolife;ation of organized crimein Texas poses a serio
threat to the lives and property of Texans through such
legal activities as prostitution, gambling, theft, fencing, and
other illicit drugs; and

WHEREAS, the development of planning and technical as<
sistance capabilities can increase the efficiency and cost;
effectiveness of state and local law enforcement efforts
combat organized-crime:
NOW, THEREFORE, I, William P. Clements, Jr., Governor o

hereby revoke, rescind, and repeal Executive Order D.B. 2 ~ '
and do hereby create and establish the Texas Organizedl

The Council shall have the following duties:

The Council shall meet no less than quarterly and may name

on work as necessary. All state officials and employees serving on, the Council shall serve as an additional duty to their
respective offices. Members of the Council shall serve without compensation but shall be reimbursed for reasonable and
necessary expenses incurred in the performance of their
