Dear Sir/Madam,
It is our pleasure, on behalf of the Telecommunication Development Bureau (BDT) of the International
Telecommunication Union (ITU) and the Australian Communications and Media Authority (ACMA), to invite
you to join a panel discussion during the ITU-ACMA Asia-Pacific Regulators’ Roundtable, 21-22 July 2014.
We would also ask you to nominate participants to the ITU-ACMA International Training Program (ITP) to be
held on 23-25 July 2014. Both events (organized with the support of the Department of Communications,
Government of Australia) will be held from 21 to 25 July 2014 at L’Aqua, Cockle Bay Wharf in Sydney,
Australia.
The 4th ITU Asia-Pacific Regulators’ Roundtable (21-22 July) will be a forum for strategic discussion and
information-sharing amongst high level participants of telecommunication, broadcasting and converged ICT
regulators. The focus of the event will be on the era beyond convergence (i.e. how regulation needs to
adapt to address a fully connected digital society). The objective of the meeting is to share real experiences
and emerging difficulties in achieving coherent regulatory outcomes in the converged, network-enabled
industries, brainstorm on possible solutions to address these emerging challenges and discuss potential
collaboration. A Draft Agenda is attached (Annex 1 (a)). Participation in the Regulators’ Roundtable is
limited to the senior representatives of policy making and regulatory agencies only.
This senior level engagement will allow us to explore fully such themes as the need for regulators to be agile
and adaptive in order to remain relevant; the ways in which expectations are changing and increasing, of
not only users and citizens, but also political, industry and consumer groups, other sector regulatory
authorities, content providers, media, Over the Top service providers, security agencies, and other national
regulatory authorities; what principles and practices can assist regulators to evolve from a position of
sectoral regulatory authority to a stance that can facilitate the continued emergence of the networked
society.
The ITU-ACMA ITP (23-25 July) will build on the Roundtable discussion, focused on the policy and regulatory
issues of the era beyond convergence of telecommunications, information technology and broadcasting. In
particular, the event will focus on the implications for regulation of a fully connected digital society. The
Program will highlight the building blocks required to ensure that regulatory measures remain relevant and

appropriate. It will bring together international experiences in this area with a focus on Australia’s
experiences and the lessons learnt. A Draft Agenda is attached (Annex 1(b)).
The ITP and Regulators’ Roundtable will be conducted in English. Interested participants are invited to
register using the registration form at http://www.acma.gov.au/theACMA/international-training-programitp. Please register your interest as soon as possible but not later than 15 June 2014.
The ITU is pleased to inform you that it will provide one full fellowship to one participant duly authorized by
the respective ITU Administrations from Least Developed Countries and Low-Income Developing Countries
in the Asia-Pacific Region (subject to available budget) and for full participation at this training program and
the Roundtable. The last date for fellowship application is also 15 June 2014. The fellowship application
form is attached (Annex 2).
