JOHN W. PORTER ENDOWED CHAIR

Established in 1999, the John W. Porter Distinguished Chair in Urban Education is named in honor
of John W. Porter, former EMU President and State Superintendent of Public Instruction for
Michigan. It is the first endowed chair in the College of Education. The John W. Porter Chair
was largely funded by the C. S. Mott Foundation and the McGregor Foundation. The Chair is
designed to actively expand the University's role in urban school districts in Michigan, with an
emphasis on school-community partnerships.
HISTORY OF JOHN W. PORTER AND THE ENDOWMENT
John W. Porter served as EMU's 17th president from 1979-89
and was known for his energetic, aggressive and organized
management style and for holding himself and his top
executives accountable. Due to the numerous University
achievements and milestones during his tenure, the decade of
his presidency became known as A Decade of
Advancement. Achievements included record enrollment
growth, strengthening of academics, establishment of the
College of Technology, creation of a College of Business in
downtown Ypsilanti, and construction of the Olds Student
Recreation Center. Porter also created the University's first
doctorate, in educational leadership. The John W. Porter
College of Education Building at EMU is named for Porter as
tribute to his contributions to EMU. Porter also presided over
resurgence of college athletics at Eastern. In 1987, the football
team won the Mid-American Conference Championship and
the California Bowl.
John W. Porter
Before coming to EMU, Porter served as state superintendent of public instruction for Michigan's
schools. At age 38, he was the youngest chief state school officer in the nation and also the first
African American to serve as a state's head of schools. After leaving Eastern, Porter served for
two years as superintendent of the Detroit Public Schools. His many accomplishments outside of
EMU include establishment of the Guaranteed Student Loan Program for college students and the
Michigan Educational Assessment Program (MEAP), used to test students throughout the state.
U.S. Presidents Johnson, Nixon, Ford, Carter and Clinton all appointed Porter to commissions and
councils addressing higher education, employment, and mental health.
Porter was born in Fort Wayne, Indiana on Aug. 13, 1931. He received his undergraduate degree
from Albion College, where he played varsity basketball and was selected the most valuable
player in Albion's conference. He earned a master's degree in Counseling and Guidance and a
doctorate in Higher Education Administration from Michigan State University.

AVAILABLE FUNDS
The Porter Chair Endowment allows for the awarding of approximately $50,000 per year.
Typically, funds are awarded to a single, large-scale project involving the naming of an individual as
the Porter Endowed Chair. In the interest of also supporting student projects congruent with the
mission and vision of this endowment, the input committee may recommend funding up to three
student-organized, smaller scale projects with budgets of $1000-2000.
PROGRAM DURATION
Recipients of the Porter Endowed Chair funds must commit to a one academic year appointment.
The appointment will begin on September 1, 2016. All programs and activities will end by or before
May 1, 2016. Program evaluation activities must be completed by June 1, 2017. An annual report is
due on June 30, 2017.
PROGRAM PROPOSALS
Program proposals may be submitted by faculty, staff or student members of the EMU community
as well as individuals external to Eastern Michigan University and may focus on any topic as long as
they further the goal of the Porter Endowed Chair. Following are the goals.



to actively expand the University's role in urban school districts (in Michigan), with an
emphasis on school-community partnerships
to enhance excellence in urban education
to promote school-community partnerships and offer diverse, experiential learning
experiences to members of the EMU community
Eligibility
1. The individual named as the Porter Endowed Chair will be someone whose work supports
the mission of the College of Education and the goals of the Porter Chair Endowment as
articulated above.
2. The individual selected for the Porter Endowed Chair may come from academia, business,
industry, government, or other related agencies and/or organizations. Strong preference
will be given to individuals holding a terminal degree (i.e., Ph.D., Ed.D.).
3. A single application is required for each proposed program. However, collaborative
programs involving group projects and/or multiple speakers will also be considered. To
foster collaboration, Eastern Michigan University faculty members and administrators are
eligible to serve as project coordinators. In such cases, the application must clearly identify
the individual who will serve as the project coordinator and the individual who will be
recognized as the Porter Endowed Chair.
4. For programs involving an EMU-affiliated project coordinator, funding can support his or
her release time and travel for conference presentations related to the proposed project.
5. Funds from this award are not to be used for equipment purchases.
6. All applicants must be eligible to work in the United States without Eastern Michigan
University’s sponsorship.

Additional Stipulations
1. The Porter Endowed Chair appointment is a residential appointment at Eastern Michigan
University in that named chairs are expected to spend time on the campus of Eastern
Michigan University during the endowment period. Applications must identify the expected
time frame (days/weeks) that the named chair will be present on the campus of Eastern
Michigan University.
2. Selected individuals receiving other concurrent funding for their project during the tenure
of their fellowship at Eastern Michigan University should clarify whether other funding will
impact their responsibilities and availability to serve as the Porter Endowed Chair.
3. If conducting research, all projects must receive approval from Eastern Michigan
University's human subjects review board prior to data collection.
Student Engagement
The Selection Committee for the Porter Endowed Chair sees value in funding projects that also offer
opportunities to engage our students. Applications for the Porter Chair may include a project to
actively and creatively engage students on our campus in one or more of the following activities:
research projects, publication of journal articles, service work, workshops, and conference
presentations. Such student projects must be overseen by the project coordinator and/or named
Porter Chair. Detailed description of these projects should be included in the proposal.

SELECTION COMMITTEE
The Dean of the EMU College of Education has full decision-making authority with regard to the
awarding of funds from the Porter Chair Endowment. A selection committee has also been
established to issue calls for proposals, assist in the screening and evaluation of submitted
proposals, and to recommend recipients. The selection committee’s recommendations are
considered as advisory input to the Dean. The selection committee will be comprised of two
faculty members from each of the departments housed within the College of Education: Leadership
and Counseling, Special Education, and Teacher Education.

Content Requirements for Large-Scale Projects
Cover Page (1 page)
1. The Project Title (30 words or less)
2. The name of the Project Coordinator who will serve as the primary contact person for the
project and be responsible for carrying out the proposed project
3. The Project Coordinator’s institutional and departmental affiliation, campus address, email
address, and telephone number
4. The individual to be identified as the Named Chair. In most cases, the Project Coordinator
and the Named Chair will be the same individual. In some instances, though, a project
coordinator will be responsible for logistics and another individual will be recognized as the
Named Chair.
5. The Named Chair’s institutional and departmental affiliation, campus address, email
address, and telephone number

Anticipated Outcomes (1-2 pages)
Discuss what you hope people will learn or do as a result of the project. Also discuss how your
program will bring notoriety to Eastern Michigan University and how it will benefit the
institution and wider community.
Project Activities and Personnel: (5-10 pages)
Identify the activities included in the proposed project and explain how these activities will
accomplish the anticipated outcomes. Provide a biographical sketch about the Project
Coordinator and Named Chair. If your project will utilize collaborators, also identify them and
their responsibilities.
Timeline: (1 page)
Provide a timeline for your proposed project. Include approximate starting and ending dates.
Also identify tentative dates for all project activities identified above.
Program Evaluation: (1 page)
Identify the data you will collect to evaluate your project’s success in achieving the anticipated
outcomes as well as other unanticipated outcomes.
Budget: (2-4 pages)
The proposed budget should consist of two parts:
1. A Detailed Budget. Use the attached budget template to identify project costs and requested
funding. You may modify the table to add additional expenditure categories and need not
request funds for all line items provided in this template. Costs should be related to tasks
and program activities described above. Please note that the Porter Chair does not fund the
purchase of equipment or faculty summer salary.
2. A Budget Narrative should be on a separate page immediately following the budget. Provide
a brief justification for each of the major items being requested of the Porter Chair
Endowment. Also identify any other sources of funding, including current or future plans to
apply for external funding. This narrative is not to exceed three pages.

PORTER ENDOWED CHAIR – RESEARCH AND DISSEMINATION REQUIREMENTS
Human Subjects Approval
Porter Chairs are required to obtain approval from the Eastern Michigan University Human
Subjects Committee prior to conducting any non-exempt research.
Institutional Affiliation
Porter Chairs must cite Eastern Michigan University as their primary institutional affiliation for all
publications, papers, and presentations developed as part of their project at EMU.
PORTER ENDOWED CHAIR – EXPECTATIONS FOR PROGRAM EVALUATION
Program evaluation is integral to the Porter Chair Endowment, and all recipients are expected to
submit interim and final program evaluation reports. Continued funding is contingent upon timely
submission of these reports and measurable progress toward the achievement of project goals as
described in project proposal.
Evaluations by EMU Faculty, Staff and Students
1. All Porter Chairs, during their time at EMU, will be evaluated by the faculty and students
during their seminars and/or public lectures.
2. A member of the Dean’s Office will meet with the Named Chair and/or Project Coordinator
in December to discuss the Interim Program Evaluation Report and to offer formative
feedback.
