NoHfy to the HSE 24/04/15 TRANSFORMING UCL Notification o A project is Notifiable whenever construction work is expected to last longer than 30 working days and have more than 20 workers simultaneously at any point, or exceed 500 person days o Projects that ‘drift’ past the Notifiable threshold should be notified as soon as practicable to HSE via the Form 10 24/04/15 TRANSFORMING UCL Role of the Principal Designer o Assist client with se_ng up project and collecHng pre-­‐ construcHon informaHon o Co-­‐ordinate Pre-­‐construcHon phase o Provide informaHon to all designers and contractors o Ensure all designs complies with duHes and cooperates with others o Prepare the H&S File o Liaise with the Principal Contractor 24/04/15 TRANSFORMING UCL Role of the Designer o Check Client aware of duHes o Check own competence o Cooperate, coordinate and communicate o Eliminate, reduce or control foreseeable risk through design – in construcHon and in use or maintenance. o Prepare and modify design – apply the principal of prevenHon o Take account of Pre ConstrucHon InformaHon o Contribute to H&S File 24/04/15 TRANSFORMING UCL Role of the Principal Contractor o Liaise / Cooperate with Client / Principal Designers and Designers o Prepare ConstrucHon Phase Plan o Manage construcHon phase o Ensure welfare provision o Contribute to H&S File 24/04/15 TRANSFORMING UCL Transition Arrangements for UCL 6th April to 6th October 2015 Where UCL Estates has a project with a CDM-­‐C appointment and is due to complete before the 6th October 2015, the appointed CDM-­‐C role will remain in place and comply with the duHes contained in Schedule 4 of the new CDM 2015 regulaHons. Where a project is currently running with a CDM-­‐C appointment and is due to complete post 6th October 2015. UCL will need to appoint a Principal Designer before 6th October 2015. For current and new projects where UCL has not yet appointed a CDM co-­‐ordinator, UCL must appoint in wriHng a Principal Designer under the new CDM 2015 regulaHons. This should be one of the first appointments on a project. If the appointment is not made, the role will be held by UCL. 24/04/15 TRANSFORMING UCL UCL Estates Approach – Designers undertake the role of Principal Designer UCL Estates will appoint the framework architects, building surveyors or M&E designers to undertake the role of Principal Designer. All new projects to be looked at during feasibility and a decision made by the client team on the appropriate design lead to have Principle Designer duties as part of their scope of service. 24/04/15 TRANSFORMING UCL UCL Estates Approach – Appointing UCL as Principal Designer for small projects/minor works On projects with low levels of design input for example reactivate works, UCL Estates will take on the Principal Designer role. UCL will be supported by the existing CDM framework to provide competent advice. Single Packages of Work Where multiple projects are planned in a single or interacting buildings, consider merging the works packages. 24/04/15 TRANSFORMING UCL Next Steps for Estates 1.
