Determine the Best Business Practice to reimburse the Oregon Department of Forestry for management of the Interagency Firefighting Crew Agreement. The PNWCG Steering Committee tasks the IBPWT to develop recommendations that would provide equitable allocation to all PNWCG member agencies reimbursement to the Oregon Department of Forestry for the direct costs incurred managing the IFCA. The 2011 fire season began as an extremely slow fire season where only one agency had used IFCA hand crews. That scenario, which has since changed, highlighted a potential problem in the current process used for reimbursement. If only one agency uses the IFCA crews, they would incur all the direct costs associated with reimbursement process. The intent of the reimbursement process is to allow all the agencies that depend on these crews to help with reimbursement. The IBPWT should: Review the current reimbursement process outlined in the Master Cooperative Agreement and the 2011 Annual Operating Plan. Provide recommendations to the Steering Committee that would allow all PNWCG member agencies to assist in equitably reimbursing the direct costs of managing the IFCA. Due Date: February 1, 2012.
