Items to Consider During the Planning Stages
AIR QUALITY: Projects Requiring an Air Quality Permit or Approval
Mecklenburg County, North Carolina
Subject to the Mecklenburg County Air Pollution Control Ordinance
Demolitions, Renovations and Move–Offs
Commercial projects that involve structure demolition/move-off are required
to submit a NESHAP notification to LUESA-Air Quality Division. (“demo permit”)
Parking Lots and Parking Decks
Parking lots and decks may require an air quality permit to construct depending on the number of parking spaces and other factors. An air quality permit
must be issued before the construction of the air pollution source starts.
Air Pollution Sources
Projects for new construction involving air pollution sources, such as industries with air emission stack/vent, gasoline service stations, combustion
sources, printing operations, etc., may require an air quality permit to construct depending on the quantity and type of emissions and/or size of operations. An air quality permit must be issued before the construction of the air
pollution source starts.
Applicability
A MCAPCO applicability determination must be made by qualified MCAQ staff
to determine if a permit or approval is required.

City of Charlotte Land Development Services (a.k.a. City Engineering) reviews commercial building permit site plans for infrastructure improvements such as sidewalk, curb and gutter, associated storm drainage, zoning, and coordinates required improvements inspection prior to releasing the Certificate of Occupancy.

Items to Consider During the Planning Stages
Fire and Life Safety inspections are required prior to occupancy of
all commercial projects.
1. Fire systems must be fully operational and tested. Therefore,
it is important that your electrical contractor obtain temporary
power for the building prior to the final electrical inspection.
Temporary Power can not be issued after the electrical final.
Should this step be overlooked, the General Contractor will
have to apply for Temporary Occupancy, which will allow us to
contact the utility company for a meter. The Temporary Occupancy procedure will cause an avoidable delay and added
expense in obtaining permanent occupancy.
2. Hotel guest room furniture can not be installed prior to the final
inspection.
3. Prior to partial occupancy of a building, the entire shell/core
must be fully compliant with respect to fire and life safety systems.

Items to Consider During the Planning Stages
All industrial and commercial customers are required by ordinance
to install and maintain backflow prevention devices at every water
service connection to Charlotte-Mecklenburg Utilities. This includes domestic, irrigation, fire line services, and swimming pool
meters.
For assistance during the plan review stage, please call one of the

For on-site assistance, inspection requests, or CO approval,
please call 704-391-5188. Allow three business days from the
date of request for the inspection to be completed. CO will be
