Objectives of Quality of Service
for regulators regarding to Users
What are the Expectations of a User for QoS in mobile networks ?
Network availability (probability of obtaining a new call),
Maintaining communications,
Voice quality of communication
One of the main roles for the regulator is :
Ensure compliance with the application of the specifications provided to
operators in the awarding of the license,
To assist operators in their efforts to improve the QoS to satisfy the final
consumer

Current state about measurement of QoS
Drive test and/or END TO END
measurement are mainly outdoors and periodic:
o some parts of the territory or buildings, highways
and main roads
o a given period : once a year for over a month

They are connected to the BTS, BSC and MSC over
time to check for problems on the mobile network.

A new and Complementary Approach
In 2005, PNI designed a complementary tool
which provide KPI’s Reports 24 hours a day.
Reports take into account OMC/R RAW DATA

OMC/R Raw DATA approach
Hardly used by regulators, as long
implementation for reasons primarily regulatory
They are obtained by collecting raw data from
the OMC/R among operators.
To be usable, they are transformed into KPI
(Key Performance Indicators).
KPIs are obtained using formulas and the
compilation of various data.
KPIs are used to assess the maintenance of the
call, the volume of traffic, quality of service
across the network.
KPIs can thus detect cells at fault, the peak

hours.

Failure rate of HO Handover Request or DL /
UL Quality Rate: commonly used threshold

Call Setup Success Rate (CSSR):> 95%
Call Drop Rate (CDR): commonly used
