INTRODUCTION
Created during the SG 12 meeting
of May 2008.
As a replacement for the Flagship Group
which had been in existence since the
year 2006.
Created in accordance to WTSA 2008

To address the issue of “bridging the
standardization gap between developed
and developing countries” within the

OBJECTIVES (1/2)
To encourage active participation in the work of
ITU-T SG 12 by African Regulators and
Operators.
To ensure implementation of the ITU-T
Recommendations on the Performance/QoS and
QoE.
To boost discussions on QoS challenges facing
operators and regulators in the continent.
To encourage participation by African countries in
the Rapporteurs meetings, workshops and other
SG 12 events.
To encourage African Countries to contribute to
the work of ITU-T SG 12 and in particular to the
New/Revised Recommendations developed by
ITU-T SG 12

OBJECTIVES (2/2)
To encourage the African countries to collectively
participate in QSDG and other QoS related
meetings, particularly when such meetings are
organized in the Africa Region.
To ensure that ITU-T SG 12 avails relevant
information on standards applicable to
telecommunication networks including test
equipment for QoS monitoring and measuring.
Act as liaison body between African
telecommunication operators/regulators and ITUT SG 12 in matters relating to QoS/QoE.
Provide a list of major Recommendations made
by SG 12 and encourage experts to submit

Regulatory aspects of ITU-T work.
