Mecklenburg County PostConstruction Plan Review Process Post-Construction Stormwater Ordinance Training Workshop Adam Nowocin, PE November 17, 2015 Mecklenburg County Post-Construction Plan Review Process • Concept Plan • Construction/Preliminary Plan – Stormwater Management Permit Application • Plat & Bonding • As-built • Electronic Plan Management (EPM) • Strategies for Improvement Concept Plan (& Consultation Meeting) • Concept Plan: – Submitted and approved prior to the approval of the Preliminary Plan for a project – Approved prior to submittal of a Stormwater Management Permit Application – Should be submitted for review along with Sketch/Rezoning Plans for the project – Purpose is to demonstrate in early stages of project design how project will comply with Post-Construction Stormwater Ordinance requirements – Mandatory consultation/pre-submittal meeting is held with the County and Town prior to submittal of Concept Plan – 21 calendar days per review cycle Construction / Preliminary Plan • Stormwater Management Permit Application: – Stormwater management permit application shall detail how Post-Construction Stormwater Ordinance requirements are met. – All plans submitted with the plan shall be prepared and sealed by a registered North Carolina professional engineer or landscape architect. – The engineer or landscape architect shall perform services only in their area of competence and shall verify: • Design of all stormwater management facilities and practices meet submittal requirements • Designs and plans are sufficient to comply with applicable standards and policies found in the Design Manual • Designs and plans ensure compliance with this ordinance – 21 calendar days per review cycle Plat & Bonding • The Plat shall be submitted after Construction / Preliminary Plan Approval. • There are two items that require platting per the PostConstruction Ordinance: – BMP Access & Maintenance Easement – Undisturbed Open Space • The Plat shall reference the Recorded Operation and Maintenance Agreement (PCO19 Form) • A bond must be posted for each BMP indicated on the plat. • 14 Calendar Days per Review Cycle As-built • As-Built Survey Signed & Sealed by a Licensed Professional Surveyor. – The As-Built survey shall accurately reflect required buffers, undisturbed open space areas, built-upon areas, and BMP dimensions and elevations. (PCO Admin Manual Section 12.1.6) • Copy of Approved Plan with Proposed Info Crossed Out with As-Built Info Added • Copy of Approved Calcs with Proposed Info Crossed Out with As-Built Info Added – Re-Run Calcs with As-Built Info and Provide Results • Copy of the Recorded PCO19 Form As-built (Continued) • Copy of the Recorded BMP Access & Maintenance Easement Plat • Mecklenburg County BMP Maintenance and Inspection Check Lists (PCO Admin Manual Appendix 7-3) • Post-Construction Storm Water Ordinance Compliance Certification (PCO Admin Manual Appendix 12-1) • Bond Estimate Form or a Copy of the Existing Construction Bond • Copy of the Escrow/Savings Account Statement for Continued Maintenance & Replacement (HOA Only) Electronic Plan Management (EPM) • All submittals shall be submitted through the EPM System Electronic Plan Management (EPM) (Continued) • Submit full plans sets (not individual sheets) in landscape format under the County Land Development Application Electronic Plan Management (EPM) (Continued) • Follow up 2 days after plan submittal to see if the project has entered Review and Routing status. Click on Graphical View in the Toolbox Electronic Plan Management (EPM) (Continued) • After the project has entered Review & Routing Status the plan review has started and has a 21 calendar day review cycle. • To check the review status of the project either click on Graphical View or Review Results in the Toolbox. Electronic Plan Management (EPM) (Continued) • LUESA Zoning is added as a review agency when the project is ready for Approval. • This allows Admin to place the Approval Stamps and prepare the Approval Package. • During Plat Review the LUESA Zoning is placed for Bond Submittal and for the Submittal of the Recorded Plat Site Plan Review Process Strategies for Improvement • Site Plan Review Improvement Team (including representatives from NCDOT, six Towns, local consultants and Mecklenburg County) met and initiated the following strategies to be implemented: – Mandatory Pre-Submittal Meetings (Owner, Designer, County and Town) prior to the submittal of the Concept Plan. – The average number of review cycles for plans to be approved is 2.5 cycles. – Prior to Re-Submittal a Required Comment Response Table shall be submitted for each review cycle. – A Pre-Resubmittal Meeting can be requested by the Consultant or the Review Agency. • NO Resubmittal allowed until the meeting is held. – Slip Sheeting will be allowed (at the discretion of the Review Agency) near project approval for minor changes.
