NESHAP REQUIREMENTS



Institutional, Commercial, Public, Industrial, or Residential Structure,
Installation, or Building
 Including condominiums or individual dwelling units operated as
a residential cooperative
 Any structure, installation, or building previously subject to the
NESHAP regardless of current use or function
 Excluding residential buildings having four or fewer dwelling
units
City Ordered clean-up.
NESHAP Notification must be submitted at least 10 working days
prior to renovation and/or demolition.
MCAQ may grant approval for Emergency Renovation/Demolition
Intact Structure
 Must conduct a thorough inspection of all
remaining areas of the structure.

All identified regulated asbestos containing materials
(RACM) must be removed prior to demolition in
accordance with NESHAP.
Partially Damaged/Collapse
 If safe to enter, must attempt to inspect all
remaining portions of the structure for ACM.
 If unsafe to enter, may presume observed
suspect ACM based.
 If possible, friable ACM should be removed
prior to demolition
Total Collapse
 If no load bearing structures are in-place
NESHAP does not apply.
All RACM must be removed prior to demolition.
If structure is deemed unsafe to enter and in danger of imminent
collapse by an governing authority, RACM may remain in place
during demolition.
Work Practice
 Structure must be kept ADEQUATELY wet during demolition.
 No Visible Emissions
 Collapse structure in on itself during demolition to reduce
emissions.
 Trained Supervisor on-site to monitor activity
 Place debris in a waste receptacle lined with poly and ensure it
remains adequately wet until transported for disposal.
 Cover filled receptacle with poly.
 All RACM must be disposed of in an approved landfill.
Disposal/Burning
 Debris must be disposed of in an permitted landfill.

RACM contaminated waste must go to an approved landfill.
Debris from a NESHAP project must be free of ACM
prior to burn.
 Burn must meet requirements of the Fire Department
for an open burn.
Salvaging/Grinding
 Thorough inspection by a knowledgeable person
(AHERA inspector recommended)
 RACM may not be salvaged.
 Non-friable ACM may not be ground.

