MEMORANDUM Date: March 28, 2013 To: Leon Howe, Ashton Watson, Bret Canipe, Scott Cole, Tony Tagliaferri CC: James Mitchell, Rick Grochoske, , Ashton Watson, Senator Joel Ford From: Alan Morrison RE: Meeting Minutes for the Mt Holly-Huntersville at Brookshire Project The purpose of this memorandum is to document the discussion of the meeting held on March 21, 2013 regarding the proposed expanded scope of improvements at Mt HollyHuntersville Rd and Brookshire Blvd intersection. The meeting was held at Cook’s Memorial Presbyterian Church and staff from the City and other agencies included the following: Leon Howe– Engineering Services, In-house Design Alan Morrison – Engineering Services, In-house Design Tony Tagaliaferri- CDOT Bret Canipe, NCDOT James Mitchell- Charlotte City Council, District 2 Senator Joel Ford, District 38 The meeting was opened with City staff providing the background for the project initiation. Concept plans were presented at a public input meeting last October to provide an exclusive eastbound right turn at the intersection of Mt Holly-Huntersville Rd and Brookshire Blvd. With the available funding, this was the extent of the proposed improvements. NCDOT responded to the public input from the October 2012 meeting and has proposed an expanded scope of work. Bret Canipe, NCDOT District Engineer, presented a power point outline of the proposed improvements that included: Northbound double left turn lanes off Brookshire Blvd, Pedestrian Crossing with refuge island (north side of Brookshire Blvd), Widen eastbound & restripe approach to provide single left turn lane, two thru lanes and an exclusive right turn lane, Construct concrete median as directional cross over Callabridge Commons and Mt Island Marketplace shopping center driveways, Signalize the intersection at Couloak Drive and Mt Holly-Huntersville Rd(utilize funds committed by private development for signal installation), Construct U-Turn bulb for westbound traffic at Couloak and Mt Holly-Huntersville Rd, Proposed schedule with best case scenario would be completed by December 2013 and the worst case scenario would be complete by mid-year 2014. The schedule is greatly dependent upon the utility relocations and this could delay the project completion. The floor was then opened up to questions. Below is a listing of concerns or questions discussed: 1. Has the engineering staff evaluated the internal driveway connections at the Harris Teeter parking lot? The project has not evaluated traffic beyond the road right of way. Typically, the site plan review and approval addresses internal circulation and queue storage to meet local Land Development regulations. 2. Will the project install curb & gutter? It is expected the cost of curb & gutter with the appropriate storm drainage would exceed the current budget. At this time, that level of detail has not been determined. 3. Will future development provide any other road improvements for this intersection? Yes. A rezoning of property located at the northwest corner of the intersection is expected to add widening along Brookshire Blvd from I-485 to Mt Holly-Huntersville Road. This is not expected until the development begins work to build and that timeframe is unknown. 4. Will the signal at Couloak Drive provide a left-turn arrow for the westbound left turn movements? That will be evaluated. 5. Will the cross walk provided at Brookshire Blvd have a pushbutton operation available? Yes. 6. For the westbound vehicles merging back into one thru lane, how much distance is needed to avoid conflicts with lane changing? Typically, one thousand feet is the minimum desired? It is expected that both lanes will not be fully utilized for this reason because some drivers will not want to make the lane change after going through the intersection. 7. The green time appears to vary from day to day. Is the current timing operating correctly? How is the green time determined? CDOT staff indicated that the timing was evaluated periodically and the timing and phasing will be checked to ensure it is working correctly. 2 8. Will the bus routes be evaluated relative to the new signal and widening? Yes. CATS are a part of project teams reviewing and commenting on proposed project improvements. 9. When will the Oakdale Road interchange at I-485 be completed? That timeframe is unknown but it is expected to have some positive impact on reducing congestion at Mt Holly-Huntersville Rd and Brookshire Blvd. City Engineering & Property Management staff will update with postcards on a quarterly basis and through the City’s project website at: http://charmeck.org/city/charlotte/epm/Projects/azlist/Pages/A-Z%20Index.aspx 3
