Meeting Summary Subject: Public Meeting – General Public Meeting Client: City of Charlotte Storm Water Services Project: Blenhein Storm Drainage Improvement Project (671-11-004) Meeting Date: Notes by: May 10th, 2012 Project No: Meeting Location: 10433-146782-018 Bette Rae Thomas Recreation Center Patrick Blandford Topics Discussed: Prior to presentation Greg discussed the purpose of Monday’s public meeting and directed anyone that had questions or comments with regards to property acquisition to Steve Frey to discuss these items after the meeting. Greg Cole began the presentation, with the aid of a power point presentation and project area maps, documenting proposed improvements. Some key points from the presentation: o This is a very difficult and challenging stormwater project with no easy answers. o The Blenhein SDIP has four areas where work is being performed. Morgan St. area, South Hoskins culvert, Welling Ave NIP improvements, and Blenhein Rd. and Rochelle Ave area. o The work proposed in the Morgan St. area consist of building two dry detention basins and replacing failing stormwater pipes and structures. These improvements will reduce road flooding without making stormwater issues worse downstream. o A culvert under South Hoskins Rd. will be replaced. The new culvert will reduce flooding at South Hoskins Rd. o The Welling Ave. improvements proposed with the Thomasboro/Hoskins Phase III NIP will be built with the Blenhein SDIP. These improvements are being included with the Blenhein SDIP to reduce construction related disturbances to the neighborhood. o Blenhein Road and Rochelle Lane area experiences the worst flooding in the Blenhein SDIP. Stormwater overtops Blenhein Rd. and Rochelle Ln. creating an unsafe situation preventing emergency vehicles from reaching the homes along those streets. In addition, 19 houses experience flooding. The City is proposing to acquire properties along Welling Ave. and Blenhein Rd. to create an area for safely storing flood water. o The project just started the design phase. The process moving forward includes starting real estate to acquire the 19 properties, starting permitting necessary to construct the improvements, proceeding with the design. When the design is 70% complete, another public meeting will be held to present project progress to the public and start the real estate process for acquiring the easements necessary to build and maintain the improvements. After all the easements have been acquired and all the necessary permits obtained, the project will be bid. Construction will begin after the bid process is complete. A question and answer session was then held. Here is a brief summary of the discussion: o Homeowner at 4953 Morgan Street expressed issue with flooding/ground saturation in her backyard from the street runoff. Greg met individually with the homeowner after the meeting to identify the issue. A follow up field meeting is needed to understand the issue better. o Homeowner along Blenhein mentioned that flooding was being caused by the addition of the second railroad track. The project team is looking into this feedback. o Greg answered an audience question about how long the project should take through completion of construction. Greg stated that the project is scheduled for completion by 2019. o Greg answered an audience question about how long the acquisition process should take. Greg stated that the acquisition takes about 12 months.
