1/25/2016 Cherokee Scotland Construction Update
Good afternoon. With this update, our goal is to provide useful information as it relates to locations
of anticipated construction activity throughout the Cherokee Scotland Project Area. Progress is
weather dependent and as with all construction, site conditions may necessitate the need to deviate
from what was anticipated. This update also includes answers to general questions asked by
individual residents throughout the week. Feel free to contact me if you have any questions about
this update. Joel Hardison, Construction Inspector, will continue to be your main point of contact for
construction related questions, except for the sanitary sewer work on Biltmore Drive. You can reach
Joel at 704-299-1994 or jdhardison@charlottenc.gov. Barron Stark is the construction inspector assigned by Charlotte Water to oversee the sanitary
sewer replacement on Biltmore Drive. He is the main point of contact for sanitary sewer
construction related questions and can be reached at 704-309-2131 or
bstark@diconconsulting.com.
City offices were closed on Friday January 22 due to the winter weather. Thanks,
Jackie Bray
Charlotte-Mecklenburg Storm Water Services
Project Manager, City of Charlotte
Current Construction Conditions
The drainage structure at the intersection of Scotland Avenue and Colville Road will be
covered with soil in the next several work days and the area will be seeded and strawed. Expect intermittent lane closures at the intersection. Live stakes, a plant used in soil bioengineering, will be installed along the bottom of the creek
along the back yards of Scotland Avenue. This work is scheduled to take place in the next two
weeks. More information about soil bioengineering can be found at this link:
http://charmeck.org/stormwater/Projects/Pages/WhatisstreamRestoration.aspx .
No new storm water work will begin in the neighborhood while the sanitary sewer line work
is occurring. OnSite will finish tree plantings, fine grading and seeding and mulching in areas
they have already worked.
Sanitary Sewer Lines
Saw cutting of the asphalt on Biltmore Drive will begin this week. Onsite will begin work on
the sewer main at the intersection of Scotland Avenue and Biltmore Drive. Biltmore Drive will
be closed during the work day, and opened back up at night.
Additional construction information including a schedule will be provided to Biltmore Drive
residents soon.
If you have sewer related questions, please call inspector Barron Stark at 704-309-2131.
If you see or suspect a sewer back-up or overflow please call 704-336-7600 and say or select
sewer emergency. Charlotte Water staff will respond 24/7.
General Construction Activity Information Utilizing off street parking as much as possible is greatly appreciated. As of last Thursday, “No
Parking” signs were posted along Biltmore Drive. Please be mindful of these signs. There will be intermittent blocked access to driveways as equipment is staged within the
work area. It is also likely that materials such as pipe, backfill material, and box culvert sections will be
staged in the right of way and in easements. This has the potential to block sections of
sidewalk and on occasion, create full or partial lane closures.
Sidewalks won’t be immediately restored in some cases. Onsite will replace sidewalk panels
when several areas can be completed at one time.
