Lottery Draft Process for LYNX Stations and Park n Ride
Each publisher that has pre-register for newsrack locations along the LYNX Blue Line is
eligible to participate in the lottery. The Lottery for newsrack slots at specified newsrack
locations is enacted when the number of requests exceeds the number of available
newsrack slots.
Determining Order of Lottery Picking:
1. Each pre-registered publisher will receive a random number starting at 1
incremented by 1 until all publishers have received a number, called Publisher
Number (PN).
2. Each newsrack slot will be numbered starting at 1 and incremented by 1 until all
slots have been assigned a number, called Newsrack Number (NN).
3. A specific time and place to conduct the lottery draft will be communicated to all
pre-registered publishers. Attendance is required in order to receive newsrack
slots.
4. Starting with PN 1, a publisher will choose an unassigned newsrack slot at any
newsrack location based on the newsrack number (NN). Each publisher in
numerical order will make one pick. This continues until all the assigned PN
have made their first pick.
5. After the first pick, the process then starts with the last PN and reverses in the PN
order.

Fourth pick 5,4,3,2,1
6. Each PN will pick until all the newsrack slots have been assigned or no other
publisher desires to pick a newsrack slot.
7. A publisher cannot pick another newsrack slot within the same newsrack location.
Locations are defined as areas previously identified by CATS and consist of more
than one newsrack. The current locations and number of newsracks allowed per
location is as follows:
• New Bern
Near bike racks
• Tyvola 1
South Bound Stairs abutting to stairs
• Tyvola 2 A & B Walk way PR Small under rail line
• Tyvola 3
Walkway PR Large from Park & Ride Lot
• Archdale 1A & B West & East Side Stairs
• Archdale 2 A & B Walkway PR Large from Park & Ride Lot
• Arrowood 1A & B Sidewalk next to concrete bench and walkway along
Park & Ride Lot

8. Once publishers have completed picking newsrack slots any remaining
unassigned newrack slots are available for others to request newsrack slots on a
first come first serve basis until another lottery draft is conducted.
9. If a publisher does not attend the lottery draft or does not provide in writing a
designee prior to the start of the lottery draft, then CATS staff will not randomly
pick newsrack slots to assign to the publisher(s) and no assignment will be made
for the publisher.
10. Newsrack slots are not transferable between companies or publications even if the
publication is owned/operated/distributed by the same company.
11. Any newsrack slot relinquished/abandoned will be placed back into available
inventory to be allocated on a first come, first serve basis until another lottery
draft is conducted.
