Thomasboro Hoskins Neighborhood Improvement Projects ...part of the 2000 & 2004 Neighborhood Improvement Bonds City staff from the Neighborhood Development Department held a meeting on January 6, 2006 to give an update on the Thomasboro Hoskins Improvements. Below is an update on Phases 2, 3, & 4. Please contact the appropriate staff on the right hand side of this newsletter for questions or more information on each phase. Phase 2 - Hoskins Neighborhood Area City and contractor staff continue to construct infrastructure and storm drainage improvements in your neighborhood. These improvements are part of Phase 2 of the Thomasboro Hoskins Neighborhood Improvement project and are scheduled to be complete by the end of June 2006. Phase 3 - Glenwood Neighborhood Area and Tillman Branch Storm Water Project Phase 3, the Glenwood Neighborhood Improvement Project (which also includes the Tillman Branch Storm Water Improvement project), is the next phase of construction. Funding for the construction of the Neighborhood portion will be included in a future Neighborhood Improvement Bond, possible in November 2006. Charlotte Storm Water Services continues to research alternatives for the Tillman Branch Storm Water Improvement project. Phase 4 - Bradford Neighborhood Area and Westridge Storm Water Project Charlotte Storm Water Services (CSWS) is completing the investigation of the existing storm drainage system in the vicinity of the Westridge area. The purpose of the investigation was to decide if the storm drainage system needs in the area should be addressed in conjunction with Phase IV of the Thomasboro/ Hoskins Neighborhood Improvement Project (Bradford NIP). CSWS has completed the majority of the storm drainage system analysis. The analysis indicates that some sections of the drainage system are undersized and showing some signs of structural weakness. However, since the Bradford NIP has been placed on hold, CSWS has concluded that the Westridge area should be addressed through the Storm Water Capital Improvement Program. The Storm Water Capital Improvement Program ranks projects based on severity of flooding and potential for public safety impacts. Neighborhoods with severe and dangerous flooding are addressed first. At this time, we have identified more than 90 projects that will take at least 10 years to resolve. In order to determine the Capital Improvement project schedule, CSWS will compare the Westridge area needs with other areas of Charlotte. Annual funding levels will also affect the project schedule.
