Topics/Subject Decisions/Conclusions/Actions Old Business NC 2006 Code Will advise final adoption dates at our October 4th, 2006 consistency meeting for the next version of the residential code. New Business Next CPCC Training Class Class begins on August 8/23-11/15 every Wednesday from 1-4pm and will conclude with an actual site inspection. CPCC classes are taught at the construction institute off hebron, class #CNT7011-11. Anyone interested should contact Steve Corriher to get enrolled his number is 704/330-4421. Low E glass windows Issue has come up again related to the differences in the NC energy Code and the NC Residential Code for Low E glass. No changes will be made to residential structures until such time as the 2006 NC Residential Code becomes mandatory. Chapter 11 of the 2002 NC Residential Code will be in effect until at least January 1st 2007, after this date Low E may be required based upon effective Code change dates determined in September. Site Access Due to some recent injuries the issue of site access and job safety has been addressed again with staff. Inspectors should be able to find a site and enter safely to conduct inspections. Beginning with neighborhood development when inspections are first requested streets should be properly marked for access to correct site, this can be done by temporary signs or markers like plywood signs or realty signs indicating street names. The building site itself should have an address/permit clearly posted to identify specific house. Before a final can be passed in a new neighborhood or on a new street the permanent street markers must be installed by builder/developer. Res-check Issue discussed as to when a Res-check is required to be presented. A Res-check is basically used when the prescriptive sections of Chapter 11 cannot be adhered to. Res-check does not have to be presented at slab inspection but staff has been instructed to make a note when perimeter slab insulation is missing so that any different follow up inspector can see that a Res-check is needed at wall insulation inspection. Also note that Res-check form is required to be posted in the attic at final on all Foam insulation houses as a final insulation certificate indicating that building passes requirements. Defect Code 189 This defect code has been changed in the system to indicate “not previously listed”. When a new item is found on an inspection that may be contributed to an oversight the item must still be written up if a Code violation. This defect Code can be used to prevent failure from being added to the contractors defect rate and will not be charged for that item. This will only apply if there are no other defects that can be correctly charged to the builder as a failure. House wraps House wraps are being used in place of felt paper behind veneers, since not approved specifically in the Code a supplier ICC evaluation report needs to be followed. Many of the wrap companies require a specific lap and in many cases the vertical and horizontal seams taped. Each builder if using a wrap product should have its ICC evaluation report and any installation instructions on the jobsite in the event it is requested by the inspector. Sheathing inspections (SH) Sheathing inspections SH request are in place for both single family dwellings and townhouse. Single family is $50 and townhouses have a charge of $25 per unit required. This is still an optional inspection request if a builder wants to install siding or veneer prior to the full frame check. Anchor straps are allowed under the Code per section R403.1.6 exception, but mfg specifications must be followed for spacing and the correct installation. Issue recently found with the MAS strap had to due with builder installing this strap into a 4” floating slab with block perimeter. In this application there is not enough concrete to properly embed the strap and support all required loads. Builders should be familiar with straps used by subcontractor and there are limited applications. MAS anchor straps Subgrade verification form Builders are advised that an updated subgrade verification form is on our website at www.meckpermit.com and that, except for the letterhead, the language contained in this form cannot be modified. If this document is modified by soil testing company and disclaimers entered the form will be reject, soil testing companies are required to do as much testing necessary to assure bearing capacity. This form is used on all fill lots and residual when inspector probes site and footer base is poor.
