Background
Many developing countries
Missed out on the benefits of past computer and Internet
revolutions
Have billions of technology-connectivity-deprived citizens
Have seen massive penetration and saturation of mobile
phones and other devices
Mobile phones and mobile applications are
affordable and
make use of existing radio broadcast infrastructure and
wireless cellular networks
Small portable devices that can access information
are already part of everyday life for hundreds of
millions of people in the developed world.

Opportunities
Cloud computing and mobile devices combine to
present new opportunities for developing countries
Cloud as a central nervous system for a new
universal communications infrastructure,
surpassing the importance of the Internet
Rapid expansion of capabilities (e.g., mobile
banking, mobile education, etc.)
Governments are able to avoid building out costly
infrastructures while delivering services

Challenges
Availability - Service disruptions
Fragmentation - Data security concerns, potential
regulatory compliance issues arising out of
sensitive data being transferred and processed or
stored beyond defined borders
Technology - Limitations in the variety and
capabilities of the development and deployment
platforms currently available
Lock-in - Difficulties in moving data and software
from one cloud service provider to another

Conclusions
Cloud & Mobility – a unique opportunity for
developing countries
Security and privacy have to be addressed
Standardization and certifications as an
equalizer (best practices & interoperability)
Cloud Security Alliance research,
publications, and certification programs are
expected to positively impact cloud in
developing countries
