Mr. Per Hovstad is currently the Principal Spectrum Engineer with Asia Satellite
Telecommunications Co. Ltd. (AsiaSat) of Hong Kong. Over the last years, he has held
various positions in AsiaSat and Telenor Satellite Broadcast AS of Norway. Mr. Hovstad
holds a MSc from the technical university of Trondheim Norway and a technical engineering
degree from Teleskolen of Norway. Mr. Hovstad has worked in the field of satellite
communications for about 30 years, including Spectrum Management for the last 25 years.
During these years, Mr. Hovstad has actively followed the work of ITU, including WRC
preparations, and has been following several ITU-R, APT and CEPT groups as well as WRCs
and CPMs. During his years working with Spectrum Management, Mr. Hovstad has also been
responsible for the frequency coordination activities of the companies for which he has
worked (AsiaSat and Telenor) and has successfully conducted coordination both in the
unplanned and planned frequency bands.
