City of Charlotte Finchley-Purser / Shamrock Hills (formerly Shannon Park) Neighborhood Improvement Project Minutes of Public Meeting #3 Meeting Date: Thursday, July 16, 2009; 6:30 – 8:00 PM Location: Eastway Drive Church of God 1131 Eastway Drive, Charlotte, NC Prepared By: Walter Turnbull, Turnbull Sigmon Design (Design Consultant) Project Team Attendees: Mark Grimshaw, Project Manager, EPM Tom Sorrentino, Senior Engineer, CDOT Stewart Edwards, Charlotte Stormwater Services Chris Trotter, Landscape Division Walter Turnbull, ASLA, Principal, Turnbull Metzler Design Josh Motes, Engineering Assistant, Turnbull Metzler Design 1.) General Description The purpose of the meeting was to present the Proposed Improvement Plan to the neighborhood residents and gain their approval. The Proposed Improvement Plan depicted the preferred Scenario “C” from the Public meeting #2 along with additional modifications that were voiced by the residents at that previous meeting. In addition to the Project Team, 10 neighborhood residents attended representing Shamrock, Stonehaven, Purser, and Finchley Drives; and Glenville Avenue within the neighborhood. The attendees were provided with the following: The Proposed Improvement Plan, mounted on foam board, at the tables. 11x17, double-sided handout with a reduced Proposed Improvement Plan image on one side and selected Frequently Asked Questions (FAQ) on the other. Extra copies of the previously created “Neighborhood Action Toolkit” were available. 2.) Remarks Mark Grimshaw opened the meeting by thanking everyone for attending, briefly explained the purpose of the meeting and introduced the various City and Consultant team members in attendance. Mark then summarized the list of comments from the second public meeting 1 Finchley-Purser/Shamrock Hills NIP Public Meeting #3 Minutes identifying those that were either incorporated into the Proposed Improvement Plan or those that would need to be addressed through the various city programs available to the residents. 3.) Discussion Mark Grimshaw and Walt Turnbull reviewed the Proposed Improvement Plan and described the various improvements occurring throughout the neighborhood. At this point we directed their attention to the FAQ for their review and asked if any additional questions came to mind. As the residents voiced comments, the discussions revolved around what the residents could do to help their neighborhood, what options were available to them to help solve those problems outside the scope of the NIP and what they could expect as the project progressed towards construction. 5.) Adjournment Mark explained the next steps in the process and thanked all for attending and voicing their acceptance of the plan.
