IMT Work in the ITU-R

Current Activities – Study Group 5
• New Study Group 5 was created in ITU-R to work on
systems and networks for fixed, mobile,
radiodetermination, amateur and amateur-satellite
services.
• This includes the work of all aspects of IMT (IMT-2000
(3G) maintenance, IMT-Advanced (4G) evaluation and
documentation, spectrum requirements and sharing
studies, etc.)
• SG5 created WP5D as the group dedicated to the IMT
work, which will hold 3 meetings this year.
• The next SG5 meeting will determine if this work on
IMT will remain in a working group dedicated solely to
all aspects of the IMT work or combined with
dissimilar radio services, which would put the IMT
work in jeopardy of being dismantled.

Current Activities - Working Party 5D
• The working group dedicated to IMT has been
and remains larger than most ITU Study Groups
and has more work assigned than any other
working party in the ITU.
• In addition, WP5D has been assigned the work
associated with defining the band plans related
to new IMT spectrum allocated at the WRC-07.
• The work going forward, of evaluating and
developing the specifications for IMT-Advanced
will require the dedicated focus of industry
subject matter experts.

Current Activities - Working Party 5D
• Attendance in the IMT Working Party
encompasses regulatory and policy agencies
from around the world, as well as the top tier
network operators, infrastructure manufacturers,
terminal suppliers, and other key representatives
of the “wireless value chain”.
• These operators, manufacturers and others
represent a combined market valuation
(capitalization) of an estimated 10 trillion
equivalent US dollars.

• The vast majority of these global telecommunications
participants believe - because of the importance for the
future telecommunications needs of the global village - the
ITU should keep this work in a dedicated, stand alone
working party within Study Group 5.
• It is ONLY in the ITU-R and specifically in IMT Group that
the confluence of the four pillars of the industry come
together
–
–
–
–
the requirements of the users and the market place,
the scarce/limited resource of the spectrum,
the technology to utilize the spectrum efficiently and effectively
overarching GLOBAL regulatory view
• A dedicated work effort on IMT will set the stage for long
term work in future ITU study periods.

Next Steps/Actions
• Therefore, it is proposed the GSC communicate to the ITU
Secretary General its desire to maintain the work of IMT in a
dedicated, stand alone working party to enable this work to
continue with the speed and expertise required for the
continuing advancement of Information Communication
Technology (ICT) into all regions including developing
nations.
• The GSC encourage the ITU Secretary General to convey
this support for a working party within SG5 dedicated
exclusively to all aspects of IMT from a radio perspective
(IMT-2000 maintenance, IMT-Advanced evaluation and
documentation, spectrum requirements and sharing studies,
etc.) to the next meeting of SG5.
