Facilities Construction & Contracts (FC&C)
Overview:
Facilities Construction & Contracts (FC&C) supports the College campus by managing design and
construction of facilities that function effectively and enhance the ability of the College to meet its
educational mission.
The department has a staff of over 43 years of facilities and maintenance and operations experience on
the Victor Valley College campus alone. The department has the responsibility to construct, remodel,
renovate and maintain college facilities, using ongoing integrated planning, implementation and
evaluation of its processes to consistently seek the highest standards and contribute to exceptional and
accessible lifelong learning opportunities through the development of sustainable campus facilities.
FC&C is responsible for all reporting to the State including the annual Five-Year Capital Construction
Plan, the annual Space Inventory report, and the annual Scheduled Maintenance report.
FC&C takes pride in its commitment of building projects that focus on renewable energy. FC&C
personnel also play a central role on the Facilities Committee, not only as long standing committee
members, but also as a critical informational resource.

















Manage, design and construction of new college facilities
Manage, design and construction remodels and renovations of current college facilities
Manage purchase and installation of Furniture, Fixtures and Equipment for new and renovated
facilities
Manage project close out with Division of the State Architect’s office
Facilities Master Planning processes
State Reporting:
 Annual Five-Year Capital Construction Plan
 Annual Space Inventory Report
 Annual Scheduled Maintenance Report
Facilities Committee: Technical advisors to committee. Manage all documentation processing for
committee including agendas, handouts, minutes, follow up action items, and manage committee
website
Manage, write and advertise entire Public Works bidding process
Manage, write and advertise for Requests for Qualifications and Requests for Proposals
Contract management: Review, negotiate, and process multiple types of contracts
Ensure all mandates are met such as ADA, environmental, government and contract education
code requirements
Manage emergency repair issues
Lead and manage all energy efficient measures, both on and off campus sites
Supervise all energy efficiency incentive monies
Manage set up of off-campus site improvements
Work directly with legal counsel

Past Projects
Technology Center located on the
Main Campus houses 20 multipurpose computer labs with smart
classroom technology and an open
mall area.

Adapted P.E. Center located on the

seismically unsafe structure. This
building offers a dance studio,
adapted physical education weight

Energy Projects
1 Megawatt Solar Generating Facility located on the Main Campus was the first of its
kind in North America. This 6-acre solar micro-generating facility consists of 122 8.4
kW arrays and produces 2.5 million kilowatt-hours pear year, roughly 30 percent of
the college’s electricity demand. Not only does it reduce energy costs for the
campus, it also creates training opportunities in renewable energy for VVC students
(completed August 2010).
The Regional Public Safety Training Center
includes a large solar covered parking
structure (completed August 2010).
Most recently, the Main Campus
received solar covered parking in
two of its main parking lots.
Past Projects, cont.
Regional Public Safety Training Center located on the corner of Navajo and Johnson
roads in Apple Valley which incorporates disaster training for Fire Science, EMT,
Paramedic, Administration of Justice and Corrections (Completed May 2012):
 $31.4 million bond funded
 Located on nine-acres
 41,500 square feet of buildings, 15 classrooms, including 12 smart classrooms
providing seating for 368 students
 Five-story Fire Tower featuring four burn rooms and two Class A burn rooms
 Administration of Justice building featuring a tactical 9-lane shooting range with
virtual and live-fire training simulators
 Four-acre prop offering Community Emergency Response Team (CERT) City for
urban rescue training, a confined space/trench prop, a low angle rope rescue
prop, and more.

Music Building Modernization
The original Music Building was
constructed in 1968 and has not
been updated in 46 years. The
project includes bringing the
building into compliance with
ADA code, updating the sound
system, improving room
acoustics, updating electronics,
and additional practice rooms.

Science Health Building
This project constructs a new one-story science and health/nursing laboratory
building. It will include skills labs and SIM (simulation) labs for training in various
health specialties such as OB/Gyn, Pediatrics, ICU, Medical/Surgical Patient Room,
and Psychology. Each SIM lab will have a control room and a group Debriefing
Room using one way glass and video cameras for observation and critique.

Future Projects
Vocational Education Complex Renovation
This project reconstructs and expands or replaces existing space for the Auto/Diesel
Mechanics and Welding Lab programs on the VVC lower campus. This project will
also result in moving the Digital Animation which is currently in the location where a
new Diesel Mechanics lab will be built. The Auto and Welding facilities are among
the oldest at the VVC campus.

One Stop Student Services Center
This project connects the current Student Services 1 and 2 buildings and brings all
student services functions together in one area, making a centralized location to
better and more
efficiently serve
our students
Workforce Development Center
This project opens a new educational center located in the western region of the
district’s service area. This project has been on hold due to the economy and
inability of the district to sell its remaining bonds, however the property has been
acquired and preliminary environmental studies were completed.
