Pre-Construction Meeting Checklist

General Notes:
1. The pre-construction meeting (scheduled at least 5 business days before start of
construction), is scheduled by a Special Inspection Firm (SIF) or GC by telephone call
directly to the assigned building inspector for that area. The Registered Design
Professional in Responsible Charge (RDPIRC), the Structural Engineer or Record, all
Designated Special Inspectors (DSI), the General Contractor (GC), and the Building
Inspector for that area shall attend this meeting, typically conducted at the jobsite.
Smaller limited projects like retaining walls or racking only permits may be performed by
conference call at the inspector’s discretion. In the event a RDPIRC or DSI changes
during the course of construction a new Pre-construction meeting is required.
2. The DSI shall upload the Statement of Special Inspection (SSI) to meck-si.com,
statement of Special Inspections must be uploaded before a meeting date will be given by
the inspector. The Contractor or DSI shall then contact the Building Inspector to establish
the Pre-Construction meeting date and time. The Pre-Construction meeting is conducted
by the DSI with meeting notes to be taken by the DSI and uploaded to meck-si.com
within 5 business days of the meeting. Meeting minutes shall include: a written
summary of the items discussed, sign in sheet listing all parties contact information,
agreement statement on frequency of report uploading to meck-si.com for specific project
timeline.
3. The Pre-Construction Meeting is for the entire project not phased work. If additional
permits are required for this project then multiple Pre-Construction meetings may be
omitted and the meeting conducted at one time for all site permits. If subsequent Preconstruction meetings are omitted, the first pre-construction meeting minutes along with
the Statement of Special inspection for each subsequent phase of work are to be uploaded
to meck-si.com by permit number, noting the date of the original Pre-Construction
meeting and the name of the Building Inspector who conducted the meeting covering
multiple permits.

The Statement of Special Inspections completed, reviewed and uploaded to meck-si.com.
Modifications to the Statement of Special Inspections need to be approved by the plan
reviewer for the project.
The approval process for DSI and ASI as provided on meck-si.com.
Verify the Special Inspection Firm (SIF) has no conflict of interest with the Contractor
(The GC or permit holder cannot hire the SIF). Include in the minutes that employs the
SIF. The owner hires the SIF (note: exceptions for owner/builder projects in those cases
the owner who has the permit is allowed to hire the SIF).
The Pre-Construction Minutes must be uploaded within five business days of the
meeting date. All other Special Inspections (SI) documents must be uploaded within ten
business days of the reported event to meck-si.com unless agreed to during the PC
meeting. The SI will upload any deficiencies noted during construction within 10 days
and document resolution to those items, site log must list deficiencies if the ASI or SI
leaves the job, if deficiencies is corrected per specifications while on site no deficiency
log entry required.
No Final Inspections can be requested until all Final Reports have been completed and
uploaded, the RDPIRC letter has been completed, and the Department has determined
that it is acceptable. GC should request a SI closeout inspection when ready and prior to
the needing any final Inspections.
All SI documentation must be made available to the Building Inspector upon request.
If Structural members are being fabricated off site, the DSI shall verify that the
fabricator conforms to the requirements set forth in NCSBC Section 1704.2.2. At
the conclusion of the Fabricator’s work, the Fabricator shall submit a
Fabricator’s Certificate of Compliance to the DSI.

Each contractor responsible for construction of a main wind or seismic-forceresisting system, designated seismic system or wind-or seismic-resisting
component listed in the statement of special inspections shall submit a written
statement to the building official (upload to Meck-Si by the ASI/DSI) and the
owner prior to the commencement of work. Statement shall contain
acknowledgement of awareness of the special requirements contained in the
Statement of Special Inspections as required by Section 1709.
A separate Non-Conforming Work Log on failed tests or inspections including
mitigating actions and date items passed are required to be kept onsite until it is
uploaded to meck-si.com (paper copy).
Non-Conforming Work is also known as a Discrepancy. Non-Conforming work
is work within the scope of the SI that was not done in conformance to the
approved Contract Documents, the Referenced Standard, or the SSI.
Non-Conforming Work procedure is as follows: any work deemed to be NonConforming shall be immediately brought to the attention of the GC. This
information and all related documents shall be uploaded to meck-si.com and
tagged as Non-Conforming. If these Discrepancies are not corrected by the
completion of that phase of work, the Discrepancies shall be brought to the
attention of the Building Inspector and the RDPIRC. The DSI is responsible for
resolving or documenting the resolution of all Discrepancies.
All covered items must pass Special Inspections before work proceeds.
Any deviations from the approved plans and specifications must be
approved by the RDPIRC and/or the designer of record responsible for
that area of work.
Should the Special Inspections fail to be performed per the SSI or County
inspections fail to be performed, the Department may issue a Stop Work
Order.
Any work performed by a DSI or ASI who losses their certification, license, or
otherwise is removed from the approved meck-si.com list, will not be permitted to
upload any documents to meck-si.com. If it is determined that any documents
have been uploaded to meck-si.com by a DSI, ASI, or RDPIRC with expired
credentials; that work product may be subject to removal at the discretion of the
Department.
Only non-conforming work related to the scope of SI shall be included in any
documents uploaded to meck-si.com. All other non-conforming work unrelated
to the scope of SI, or part of the contractor quality control program, shall be
maintained separately.
