Kelly, CMC, City Clerk Planning Commission Annual Report The attached report of the Planning Commission is being sent to you pursuant to the Resolution related to Boards and Commissions adopted by City Council at the November 23, 2009 meeting. This resolution requires annual reports from City Council Boards and Commissions to be distributed by the City Clerk to both City Council and to the appropriate Committee for review. If you have questions or comments for the board, please convey those to staff support for a response and/or follow-up. Planning Commission The Planning Commission is a 14-member planning advisory board to the City Council and County Commission and is regulated by an Interlocal Agreement with focus on initiatives of the CharlotteMecklenburg Planning Department’s Strategic Operating Plan. 2010 Year in Review Commissioners: Stephen Rosenburgh, Chairman Yolanda Johnson, Vice-Chairwoman Emma Allen Tracy Dodson Claire Fallon Steven Firestone Lucia Griffith Nina Lipton Eric Locher Greg Phipps Joel Randolph Wesley Simmons Dwayne Walker Andrew Zoutewelle FY2010 Accomplishments Supporting Area Plans Each year the Planning Department’s Strategic Operating Plan targets specific area plans for completion and adoption. Planning Commissioners are assigned to each plan to follow the stakeholder groups, public meetings, and the overall plan process. During FY2010 the following plans were in progress: 1.Catawba 2.Independence 3.North Tryon 4.Steele Creek 5.Elizabeth 6.University Research Park 7.2020 Center City Plan Commissioners supported Planning Staff’s recommendations to adopt the University Research Park, North Tryon, and Catawba area plans. Text Amendments The Commission supported the Planning Department’s efforts to clarify or change the existing Zoning Ordinance to promote quality growth. Discussions with the full Commission concerning text amendments under review included: heights in residential districts, side yard requirements, special events off street parking, parking as accessory uses, information pillars, historic signs, tree survey reference, and pet services. When necessary, committees were established to review text amendments in more detail or determine the need for additional amendments. 1 Rezonings Throughout FY2010 the Zoning Committee voted on 96 rezoning petitions. In a majority of cases, Commissioners supported the recommendations of Planning Staff. Commissioners in turn supported Planning Staff’s goal of having 95% of the rezonings consistent with adopted plans (97.3% achieved) and 80% of the conditional rezonings to include at least one environmentally sensitive design component (85.7% achieved). The Zoning Committee worked to support the efforts and recommendations of staff, as well as look for ways to facilitate positive outcomes for communities and petitioners. Priorities/ Areas of Discussion The Commission invited guest speakers to attend work sessions to provide information about identified priorities or areas of discussion. This information allowed Commissioners to collaborate with staff in a more qualitative manner and more effectively identify focus areas. In FY2010 the following topics were discussed: ▪▪ Parking – Jim Kimbler (CDOT) provided information on the Center City Parking Study and improvements that were being put in place to improve wayfinding and parking signage/visibility. ▪▪ Housing - Ken Szymanski (Greater Charlotte Apartment Association) provided information on multi-family development throughout Charlotte and discussed some of the facts and misconceptions around various types of multi-family projects in our city. He also discussed Senate Bill 810 which went into effect January 1, 2010. ▪▪ Public Safety - CMPD Major Edie Levins provided an overview of the Rental Housing Ordinance and the impacts on planning and zoning. Chief Rodney Monroe was present in December 2009 to discuss public safety and land use with the full Commission. ▪▪ Sustainable Facilities Policy - Julie Burch (Assistant City Manager) and Gina Shell (Engineering & Property Management) provided an overview of the City’s Green Building initiatives. ▪▪ Tree Ordinance - Tom Johnson (Engineering & Property Management) presented information and updates on the Tree Ordinance and the proposed technical and administrative revisions. The Planning Commission Chair, as Chairperson of the Planning Coordinating Committee, which consists of representatives from Charlotte City Council, Board of County Commissioners, Charlotte-Mecklenburg Schools, six towns and planning directors from Charlotte and the towns, facilitated two meetings. The first was in Huntersville with guest speaker Jim Westmoreland with the NCDOT to discuss the State’s Complete Streets initiative. The second meeting held in Matthews included speakers from Mecklenburg County and the towns to discuss planning activity in a down economy.
