REQUEST FOR PROPOSALS FOR LAND ACQUISITION, USAGE, AND DISPOSAL LEGAL SERVICES AT THE CHARLOTTE DOUGLAS INTERNAITONAL AIRPORT JANUARY 11, 2016 Charlotte Douglas International Airport (“CLT”) issues this Request for Proposals (“RFP”) for legal services and support related to the acquisition, usage, and disposal of land. The scope of services for this RFP shall include the following tasks (the “Services”): • • • Provide a comprehensive presentation on applicable laws, regulations, rules, orders and advisory circulars governing the acquisition of real property by commercial service airports to Aviation Department legal and planning staff. The presentation should be supplemented by reference materials for future use by CLT. Topics of interest include without limitation: - Legal justifications for the acquisition of real property. - Legal requirements and issues associated with the disposal of real property – sale v. long-term lease, managing the reuse plan. - Aeronautical v. non-aeronautical considerations. - Economic development of non-aeronautical real property. - Environmental considerations. Identify best practices and procedures for the acquisition, use and disposal of real property by the Airport from the legal, financial and regulatory standpoints. Provide legal advisory services on land acquisition, usage, and disposal matters to Aviation Department legal staff on an as-needed basis for a one-year period following selection. Proposals must contain the following information to qualify for consideration under this RFP: 1. A description of proposer’s qualifications and credentials including, without limitation, (i) depth of experience in the areas of land acquisition, land use and environmental law; and (ii) an understanding of the legal challenges and environment at commercial services airports. 2. Resumes of attorneys or other personnel that will be providing the Services with a particular emphasis on land acquisition and land use legal proficiency in the commercial service airport context. 3. A description of the proposed presentation addressing the length and structure of the presentation, the topics to be covered and the reference materials that will be made available in connection with the presentation. 4. Fee proposal structured as follows: 1 - Fixed price for presentation to Aviation Department staff. Hourly rates for the attorneys or other personnel who will provide ongoing legal advisory services. 5. At least three (3) references (including contact information)from the last five (5) years that can speak to proposer’s credentials in providing legal services to commercial service airports with particular emphasis placed on land acquisition, land use and environmental legal services. Proposals shall not exceed fifteen (15) pages in length (excluding index sheets, section dividers, cover letter, table of contents and resumes) and must be single-sided and single-spaced in a font size no smaller than 11.
