General Information
Established in 1967 "to promote historical research in the
period of World War II in all its aspects," the World War Two
Studies Association, whose original name was the American Commit­
tee on the History of the Second World War, is a private organi~
zation supported by the dues and donations of its members. It is
affiliated with the American Historical Association, with the
International Committee for the History of the Second World War,
and with corresponding national committees in other countries,
including the Arab Historians Association, Australia, Austria,
Belgium, Canada, the Czech Republic, Finland, France, Germany,
Hungary, Italy, Luxembourg, the Netherlands, New Zealand, Norway,
Poland, Romania, Russia, Singapore, Slovenia, the United Kingdom,
and the Vatican.
The Newsletter
The WWTSA issues a semiannual newsletter, which is assigned
International Standard Serial Number [ISSN] 0885-5668 by the
Library of Congress. Back issues of the Newsletter are available
from Robin Higham, WWTSA Archivist, through Sunflower University
Press, 1531 Yuma (or Box 1009), Manhattan, KS 66502-4228.

Annual Membership Dues
Membership is open to all who are interested in the era of
the Second World War. Annual membership dues of $15.00 are pay­
able at the beginning of each calendar year. Students with U.S.
addresses may, if their circumstances require it, pay annual dues
of $5.00 for up to six years. There is no surcharge for members
abroad, but it is requested that dues be remitted directly to the
secretary of the WWTSA (not through an agency or subscription
service) in U.S. dollars. The Newsletter, which is mailed at bulk
rates within the United States, will be sent by surface mail to
foreign addresses unless special arrangements are made to cover
the cost of airmail postage.

Report on the Annual
Business Meeting, 1995
The annual business meeting
of the World War Two Studies
Association was convened at 5
p.m. on 6 January 1995 in Pri­
vate Dining Room #7 of the Pal­
mer House Hilton Hotel in Chi­
cago, Illinois, by Mark Parillo
of Kansas State University,
acting on behalf of association
chairman D. S. Detwiler of
Southern Illinois University at
Carbondale, who could not
attend because of illness. The
meeting was held in conjunction
with the 1995 annual conference
of the American Historical
Association, with whom the
WWTSA is affiliated. Among
those in attendance at the
business meeting were WWTSA
members Gerhard Weinberg, Loyd
Lee, Donald Whitnah, and Benis
Frank.
Parillo began by extending
Professor Detwiler's regrets
for his absence, necessitated
by an illness that prevented
any travel. Detwiler had, how­
ever, already set the meeting's
agenda and kept Parillo in­
formed of it.
The first order of business
was the reminder that the
WWTSA-sponsored panel, "Amphi­
bious Warfare in World War II,"
was scheduled for the following
morning in Private Dining Room
#17 of the the Palmer House. It
was noted that, because the
WWTSA is an affiliated society
whose panel was not accepted by
the AHA Program Committee for
the 1995 annual conference, no
AHA badge was needed to attend
the session.
Discussion then turned to
plans for the 1996 AHA conven­
tion in Atlanta. Detwiler had
written earlier to Professor
William G. Rosenberg of the
University of Michigan, AHA
Vice-President for Research, to
ask if a mandate could be given
to the annual program commit­
tees about accepting panels
from affiliated societies.
Professor Weinberg, who had
seen the letter and Rosenberg's
response, was asked to comment
on the correspondence. Weinberg
briefly recapped the history of
the WWTSA-AHA relationship,
summarized Detwiler's letter,
and noted that Rosenberg had
responded that the AHA could
not limit the program commit­
tees' options in the manner
requested, but that he had also
reaffirmed the AHA's desire to
continue both the formal affil­
iation with the WWTSA and the
practice of holding WWTSA
panels in conjunction with the
AHA annual conference.
A general discussion ensued
about possible alternatives,
which ranged from severance of
affiliation with the AHA and
holding future scholarly and
business meetings under the
aegis of the Society for Mili­
tary History, who have extended
that courtesy to the WWTSA in
the past, to attempting to have
another panel accepted for the
1996 meeting in Atlanta through
normal procedures. During the
discussion, Professor Whitnah

rose to offer his services as
organizer of a panel for next
year. He proposed a panel on
Allied occupation policies for
the defeated Axis nations as
being particularly timely in
light of the upcoming fiftieth
anniversary of the end of World
War II.
The consensus that emerged
favored a maintenance of ties
with the AHA and presentation
of the panel in Atlanta in
January 1996, possibly with its
formal acceptance as a panel at
the American Historical Associ­
ation conference. Professor
Whitnah's proposal for the pan­
el's theme was endorsed by all.
The next order of business
was the Treasurer's Report.
Robert Wolfe of the National
Archives and Records Adminis­
tration, who graciously agreed
to serve as interim secretary
and treasurer for the WWTSA in
1994, was unable to attend the
meeting but sent a statement to
be read that recapped his
activities over the past year,
noting that membership has
risen steadily and that the
reminder about annual member­
ship dues in the Fall 1994
Newsletter had already prompted
some members to pay their 1995
dues. The report also pointed
out that the secretary's office
is in a state of transition
now, but that this should be
resolved by the results of the
current ballot for Secretary
and Directors, with a deadline
of January 31, 1995.
Parillo then briefly report­
ed on the Newsletter and rela­
ted matters. He apologized for
the delays in getting both of
the 1994 issues out to members,
noting that the difficulties of
working with the Battle of Nor­
mandy Foundation, an organiza­
tion that had its own agenda
and that eventually collapsed
financially, had been primarily
responsible, and that future
newsletters should reach the
membership in a more timely
manner. Frank pointed out that,
despite the problems that
arose, the Battle of Normandy
Foundation had offered its
services to the ~VTSA free of
charge and should be thanked
for its efforts, and all pre­
sent concurred. Parillo also
discussed the imminent launch­
ing on the Internet of H-WAR,
an electronic discussion list
and bulletin board devoted to
the study of military history,
and proposed that the group
consider the desirability of
formal WWTSA affiliation with
the new list. After some dis­
cussion, all supported the idea
and urged that it be offered to
the Board of Directors for
their consideration.
A few more announcements
followed. Members were reminded
of the WWTSA conference enti­
tled "America at War, 1941­
1945, Part II: From the 'Begin­
ning of the End' to the End,
1943-1945," to be held at the
downtown National Archives
building, Washington, D.C., 25­
26 May, 1995. The proceedings
of the conference will be pub­
lished, as were those of the
Spring 1995 -
first conference in 1993. Those
interested in attending were
urged to make hotel reserva­
tions at the Harrington Hotel
and to remember to ask for the
New York Times rate. Dr. Law­
rence MacDonald of the National
Archives and Record Administra­
tion had informed WWTSA offi­
cials that the NARA reorganiza­
tion would send most World War
II materials to Archives II.
Also, the Military Reference
Branch has been discontinued,
and Dr. Timothy Nenninger will
manage military records under
the General Reference Branch.
Finally, it was noted that the
business and scholarly meetings
of the International Committee
for the History of the Second
World War at the 18th Interna­
tional Congress of Historical
Sciences in Montreal will occur
on September 1-2, 1995.
The meeting was adjourned at
5:50 p.m.

H-WAR
H-WAR, an electronic discus­
sion list and bulletin board
devoted to military history
scholarship, was officially
launched on March 13, 1995. It
is one of the more than fifty
lists sponsored by H-Net
(Humanities On-Line), which,
with over 20,000 members, has
become the largest history
organization of any kind in the
United States.
The list seeks to encourage
the development of military
historiography by providing a
forum for the exchange of ideas
and information about the field
of military history. Postings
thus include announcements of
upcoming conferences, discus­
sion of archival and other
sources, course syllabi and
comments on teaching method­
ology, calls for papers, book
reviews, notices of new pub­
lications or products of inter­
est to researchers, as well as

debates over historical and
historiographical issues.

a blank e-mail message to

in the header. The list editors
will send you a brief question­

From the "Beginning of the End" to the End, 1943-1945, 25-26
May 1995. This is the second of two conferences at the National
Archives conducted under the auspices of the WorrG War Two
Studies Asociation. All sessions of the invitational conference
of the w\VTSA at the National Archives, 9:00 a.m., Thursday, 25
May, through 5:00 p.m., Friday, 26 May, 1995, will be held under
the direction of Robert Wolfe, Secretary, WWTSA, in the National
Archives' fifth-floor auditorium (north entrance, Pennsylvania
Avenue at 8th Street, N.W.). By virtue of their affiliation, mem­
bers of the association or of the Society for Military History
are invited to the conference. There is no registration charge,
but nonmembers of the WWTSA are invited to join by attaching to
the registration form a check for the annual dues of fifteen dol­
lars (five for students) made out to the association and to give
them to the WWTSA Secretary or to mail them to him at 602
Crestwood Drive, Alexandria, Virginia 22302 or to make a cor­
responding donation to help defray the expenses incurred by the
association in the organization of the conference.
