President’s Message
I am pleased to table the Annual Report to Parliament on the Tabling of
Crown Corporations’ Reports 2011 in accordance with the provisions of
the Financial Administration Act.
Crown corporations play an important role in strengthening the
economic, social, and cultural fabric of Canada. They operate across
Canadian economic sectors and vary in their size and reliance on
government appropriations. Most are required to report to Parliament on
their activities through accountability documents such as corporate plan
summaries, budget summaries, and annual reports. This report sets out
the relevant tabling dates for each of these documents as verified by the
Auditor General of Canada.
In 2011–12, Crown corporations began publishing quarterly financial reports, further
strengthening accountability and transparency in government. The quarterly reports supplement
the information available through other reports tabled in Parliament.
Parliamentarians and Canadians can now more easily access information about the work that the
government is undertaking on their behalf. We know that providing access to government data
will foster innovation, creativity and, ultimately, value for our country.
The government is working to improve the quality of the information we provide to
parliamentarians and to more effectively communicate with Canadians and serve them better. I
encourage all Canadians to consult this report for information on the federal government and its
Crown corporations.

ANNUAL REPORT TO PARLIAMENT
Introduction
The Annual Report to Parliament on the Tabling of Crown Corporations’ Reports 2011 provides
consolidated information about when the corporate plan summaries, budget summaries,
and annual reports of Crown corporations are due to be tabled in Parliament, and the dates on
which these documents were actually tabled. This information is audited by the Auditor General
of Canada as at July 31, 2011, and is tabled in each House of Parliament in accordance with
section 152 of the Financial Administration Act (FAA).
This report contains the following chapters:
Chapter 1, “Deadlines for Tabling in Parliament,” describes the criteria used to identify
the reports’ tabling deadlines.
Chapter 2, “Tabling of Parent Crown Corporations’ Reports in Parliament,” lists the reports by
Crown corporation that were due to be tabled in Parliament and that were actually tabled from
August 1, 2010, to July 31, 2011. The tabling deadline and the date the report was tabled are
given for each Crown corporation.
These chapters are followed by the Auditor General of Canada’s Report.
A companion report, the Inventory of Government of Canada Organizations 2011, including
Crown corporations and other corporate interests of Canada, will be tabled separately in each
House of Parliament in accordance with section 151 of the FAA.
In the past, the reports produced in accordance with FAA sections 151 and 152 were tabled in
Parliament in a single document. This year, they are separated into two documents in order to
facilitate links between the Inventory of Government of Canada Organizations and other publicly
reported data and information about federal institutions.
Over the past few years, the Secretariat has been publishing fewer and slimmer printed
reports, and has been making more content available on the Web. The 2011 reports mark a
further evolution in this strategy, while still complying with FAA reporting requirements.
The reports are now integrated with the federal government’s Open Data Portal so that
parliamentarians and Canadians are provided with organized electronic links to more timely
and complete information in formats they can tailor to their needs. The change reflects the
government’s commitment to Open Government in the June 2011 Speech from the Throne in
order to modernize the way the public service works and ensure that Canadians have improved
access to the workings of government.

Chapter 1.
Deadlines for Tabling in Parliament
Crown corporations report to Parliament through three key documents: the corporate plan
summary, the budget summaries, and the annual report. Unless the corporation is exempt, 1 the
minister responsible tables annually a corporate plan summary, a capital budget summary, and in
most cases, an operating budget summary. 2 There are a total of 48 operational Crown
corporations. Tabling data for 39 operational Crown corporations and one dissolved 3 corporation
are included in this report. A total of 9 Crown corporations do not submit documents to
Parliament. As of July 31, 2011, one Crown corporation 4 was still non-operational.
Corporate plan and budget summaries tabled in Parliament are based on the approved corporate
plan and budgets that cover the planned or future business, activities, and investments of a
corporation and, where applicable, its wholly owned subsidiaries. The Crown corporation’s
annual report informs Parliament of the corporation’s actual performance relative to the
objectives, strategies, and activities approved by the government and to previously tabled
corporate plan and budget summaries.
This chapter provides the criteria used to calculate the deadlines for tabling in Parliament and the
related legislative provisions.
Deadlines for tabling in Parliament
The Crown Corporation Corporate Plan, Budget and Summaries Regulations (SOR/95-223) and
subsection 150(1) of the FAA set out the deadlines for the tabling of Crown corporations’ reports
before each House of Parliament. The reports and their tabling deadlines are as follows:
 Corporate plan or amended corporate plan summary: Tabled within 30 sitting days after
Governor-in-Council approval of the corporate plan.
 Capital or operating budget summary: Tabled within 30 sitting days after Treasury Board
approval of the budget. When the operating or capital budgets are incorporated into the
corporate plan, the deadline is the same as that for the corporate plan summary.

The nine Crown corporations that are exempt (BoC, CCA, CPPIB, CBC, CRRF, IDRC, NAC, PSPIB, and
Telefilm) are neither required to submit corporate plans for the approval of the Governor in Council nor are they
required to submit summaries of corporate plans, capital budgets, or operating budgets for tabling in Parliament
(see the appendix for a list of abbreviations used in this report).

CPC, RCM, and CDIC (Dev.) are not required to submit summaries of their operating budget for tabling in
Parliament.

 Annual report: Tabled within 15 sitting days after receipt by the responsible minister. The
corporation must submit the report as soon as possible, but in any case within three months
following the termination of its financial year-end.
Deadlines for annual reports are calculated from the date on which the responsible minister
receives the report, if known, or three months following the corporation’s fiscal year-end,
whichever is earlier.
Note that all tabling deadlines in this report have been calculated based on the actual sitting days
that occurred in Parliament up to July 31, 2011.

Chapter 2 provides the dates on which the parent Crown corporations’ reports were tabled and
the deadlines by which they were due to be tabled.
The following legend applies to the tabling report:
 Deadline columns—“N/A” indicates that the deadline date was after July 31 and is not
available because the sitting days are not known in advance.
 Tabled columns—“Not yet” indicates that the report had not been tabled as at July 31.
