CYBERSECURITY SYMPOSIUM BIOGRAPHY Geneva, 03 - 04 October 2005 NLEND Raphaël Ministry of Posts and Telecommunications (Cameroon) Session: 8 – Security Standards for the Developing Countries and Countries with Economies in Transition Title of Presentation: Security Standards for the Developing Countries and Countries with Economies in Transition Mr. NLEND Raphaël is presently the contact point of Study Group 17 for problems of security, languages, and telecommunication software concerning Developing Countries and Countries with Economies in transition (DC/CET). He has been actively involved in many ITU activities concerning developing countries. Some of these activities include the African preparatory meeting of the World Telecommunication Development Conference 2002 (WTDC-02) held in Yaoundé (2001), the preparatory meeting of the world Telecommunications Development Conference (Geneva - 2002), the Telecommunication Development Advisory Group (Geneva 2002), the ITU Council (Geneva - 2003), and the ITU-D Study Groups 1 & 2 meetings (Geneva 2004). Since August 30th 2005, he is the Sub Director in charge of Promotion and Vulgarization of Information and Communication Technologies (ICTs) in the Ministry of Posts and Telecommunications of the Republic of Cameroon. Before his appointment as Sub Director, he served in the General Secretariat of the same ministerial department as Research Officer from 2001 to 2005. He is presently following up the realization of certain ICT projects in Cameroon amo ngst which are the multipurpose community telecentres and e- government projects. Mr. NLEND Raphaël is a Telecommunications Engineer who graduated from the National Advanced School of Posts and Telecommunications (Cameroon) and has a Master of Science in Computer Science from the University of Yaoundé 1 (Cameroon). He is presently enrolled in a PhD programme on computer science in the same University.
