SUSBTANCE: 5. The meeting provided me with information concerning how an agency might systematically gather information concerning human capital needs necessary to implement new business processes. Accenture’s human capital framework provided a systematic approach to gathering information on human capital needs. Talked about a different methods – surveys, interviews Not enough detail, product is presumably proprietary I don’t know if it provided a system, but it answered a question that one is needed Data collection instruction and analysis was informative Good info/thorough for time allotted 6. The meeting provided me with information concerning why an agency might slow down in order to go faster. Why or why not? My agency rushed through the development of its human capital plane in order to get to “green.” Now we are re-doing parts of the plan Doing a lot of the things up front pay off at the end as John mentioned a number of times But I’m not sure I can apply this to my own agency yet Because management and employees need to understand Assessment of strengths and weaknesses; identify areas with high impact/low effort, etc Analysis takes time 7. The meeting provided me with a new approach for implementing changes in my agency. Why or why not? Prior to today’s meeting, I was not familiar with Accenture’s human capital framework. Provided blueprint for changes – communication, surveys, employee engagement, etc Extended some ideas I’ve seen previously on HR audits at “strategic” level Concept of internal communication brought to light But more importantly, help us to see how we can encourage such change in other agencies as well Clarified some concepts – short term and long range 8. .My expectations were met. Easy to understand slides, concepts, what drivers are important, what capabilities Overall, systematic approach to HC issues The description in detail of how PSC has gone through, and is still going through many changes Being able to see such a practical, concrete example/application of the theory Thoroughness of presentation Part IV – Action Plan The change model Presentation describing successful application of HCDF approach 10. I liked least: Conclusions seemed unexciting – if the other methods considered (consultant interviews, management groups) had been used, would we have ended up the same, maybe faster? Part II 11. Suggestions for future meetings: Just keep having them! How is pay for performance at DoD and HAS going? More of same substance
