In accordance with the schedule of ITU Telecommunication Standardization Sector
meetings for 2001 (see TSB Circular 10 of 27 November 2000), I would like to inform you that,
thanks to the kind invitation of Sonatel, Senegal, Study Group 12 (End-to-end transmission
performance of networks and terminals) is to meet in Dakar, Senegal, from 18 to 26 October 2001
inclusive.
The meeting will open at 930 hours on the first day. The first two days (18-19 October) will be
devoted to a workshop on “QoS and user-perceived transmission quality in evolving networks”. The
tentative programme for the workshop is given in Annex 4.

The discussions will be held in accordance with decisions taken with reference to the
provisions in force.

The draft agenda, as prepared by agreement with the Chairman of Study Group 12, is set out
in Annex 1 hereto.

The draft work programme, as prepared by the Study Group 12 Management Team, is set
out in Annex 2 hereto.

Annex 3 gives practical information provided by the host organization. Particular attention
is drawn to the hotel reservation form, which must be submitted as soon as possible, but not later
than 14 September 2001.

Pursuant to the provisions of Recommendation A.1 of WTSA (Montreal, 2000),
contributions to the work of the study group shall be submitted to the Telecommunication
Standardization Bureau (TSB).
a)
Contributions received at least two months before the meeting shall be published and mailed
to the Administrations of Member States of the Union, to ITU-T Sector Members and to
ITU-T Associates registered in this study group who have requested paper copies, and will
be available on the Study Group 12 website.
b)
Contributions received by TSB less than two months but not less than seven working days
before the date set for the opening of the meeting shall be published as "delayed
contributions" and shall be posted to the Study Group 12 website and shall be distributed at
the beginning of the meeting to only the participants present. Therefore, such contributions
must be received by TSB not later than 10 October 2001.
Participants are encouraged to submit contributions by electronic mail to the following address:
tsbsg12@itu.int. Detailed instructions can be found on the ITU-T website.
With a view to settling any questions which might arise concerning contributions, the name, the fax
and telephone numbers and the e-mail address of the person to be contacted should be indicated on
contributions. Accordingly, please give those details on the cover page of all documents.

In order to enable TSB to make the necessary arrangements concerning the documentation
and organization of the meeting, I should be grateful if you would send me, by letter or fax
(No.: +41 22 730 5853), as soon as possible, but not later than 18 September 2001, the list of
people who will be representing your Administration, Sector Member, Associate, regional and/or
international organization or other entity. Administrations are requested also to indicate the name of
their head of delegation (and deputy-head, if applicable). The registration form in Annex 5, duly
completed (one per participant), should be attached to the above-mentioned list and should indicate
the form in which you wish to receive the documentation during the meeting (paper form or direct
downloading from the web).

are reminded that they will receive only the documents which concern them. You are therefore
requested to indicate carefully, in the registration form, the different working parties you wish to

The Palais des congrès is located approximately 15 km from the city centre.
Languages
The official language in Senegal is French.
Hotel reservation
Room reservations in the hotels recommended below can be made through SONATEL or direct with
the hotel.
Please submit the attached form as early as possible.
Transport
Yellow and black taxis are stationed near to the major hotels, markets and airports. Check that the
meter is running at the beginning of the trip or agree on a set price. Note that taxi rates double as
from midnight.
The rate between the airport and hotels varies between CFAF 3 000 and 4 000.
Police and health formalities
You should be in possession of a valid passport and, if required, a visa.
An international yellow-fever vaccination certificate is required. Anti-malaria treatment and a
yellow-fever vaccination are recommended.

Climate
Senegal generally has a moderately hot and dry climate the whole year round. Along the Atlantic
coastal area from Saint Louis to the Gambia there is a trade wind from December to June. There are
two seasons: a dry season from November to May and a rainy season from June to October.

Electricity
The nominal low voltage for domestic use in Senegal is 220 V/50 Hz.
Currency
The Senegalese currency is the CFA (African Financial Community) franc.
FRF 1 = CFAF 100
The CFAF comes in notes (denominations of 500, 1 000, 2 500, 5 000 and 10 000), silver-coloured
coins (50 and 100) and gold-coloured coins (5, 10 and 25), as well as a CFAF 250 coin. Please note:
the Central African CFAF is not accepted by shops or banks in Senegal.
Time zone
Senegal is on GMT (universal time), making it one hour behind France in winter and two hours in
summer.
