welfare organizations, investigate the problems which the special persons have to face when they browse internet. – China Disabled Persons’ Federation(CDPF) – China National Committee On Aging (CNCA) – Internet Society of China (ISC) 7 Standard development background • Blind persons use screen reader software which could not get all web content if the web pages is not well designed according to accessible rules. • Audition impaired persons have difficulty in browsing video content. • Older persons are troubled by crowded small characters in the web page. 8 Standard development procedure Hitachi , etc. 9 In 2008, the First Chinese web accessibility standard was issued In Mar.13,2008, the First China web accessibility standard was issued by MIIT, which is named: Information √ Standard content · Standard application · Finality 11 Chinese web accessibility standard content • The content of Chinese web accessibility standard includes four parts about how to make the web page perceivable, operable, understandable and compatible. • In each part of the standard, detailed rules are given and each rule are composed of three levels of requirements, lower level requirements are easier to be satisfied than higher level ones. 12 Chinese web accessibility standard content The first part gives suggestions about how to make the web page perceivable to all people: – Provide text alternatives for all non-text content – Provide synchronized alternatives for multimedia – Ensure that information and structure can be separated from presentation – Make it easy to distinguish foreground information from its background 13 Chinese web accessibility standard content The second part gives suggestions about how to make the web page operable for all people: – Make all functionality operable via a keyboard interface – Allow users to control time limits on their reading or interaction – Allow users to avoid content that could cause seizures – Provide mechanisms to help users find content, orient themselves within it, and navigate through it – Help users avoid mistakes and make it easy to correct mistakes that do occur 14 Chinese web accessibility standard content The third part gives suggestions about how to make the web page understandable to all people: – Make text content readable and understandable. – Make the placement and functionality of content predictable. 15 Chinese web accessibility standard content The forth part gives some rules about web page compatibility: – Support compatibility with current and future user agents (including √ Standard application · Finality 17 Chinese Web Accessibility Standard Application • In 2008, Olympic Games and Paralympics Games were held in Beijing, these games drew attention of the world and lots of news would be issued in web sites. • In order to help people with disabilities browse internet, CDPF,ISC and CCSA initiated a web accessibility action, and use YD1761-2008 standard as a guideline standard. 18 Standard Application in Beijing • Several main government web sites and portal web site join this action, built an accessible Olympic and Paralympics subject channel for people with disabilities according to standard YD 1761-2008 , • The web sites include Beijing Olympic Official Web site, China Portal Web site, CCTV, Xinhua, China Youth , sina, baidu, 21CN web site etc. 19 Standard Application in Shanghai In 2010,four government web sites initiated their web site accessible transformation project according to our standard: • the official website for the Shanghai Municipal People's Government • the official website for the Shanghai civil affairs bureau • The official website for ShangHai Municipal Human Resources and Social Security Bureau • The official
