Articulation is a method for technical colleges and high schools to partner to provide students the opportunity to enroll in and complete associate degree and technical diploma course work while fulfilling high school graduation requirements. Lakeshore Technical College (LTC) and high schools enter into formal agreements which are reviewed annually. Agreements do not automatically roll over from year to year. There are two methods of articulation – Advanced Standing and Dual (Transcripted) Credit. Advanced Standing (curriculum matching) High school curriculum is reviewed by LTC faculty and competencies are determined to be an 80% match or equivalent to an LTC course. A formal Advanced Standing Agreement is written. Students enroll in and complete the high school course which is taught by a high school teacher at the high school. Students are awarded credit upon enrollment in a technical college if they earned a B or better in the Advanced Standing course. Transcripted Credit (curriculum sharing) The college course is delivered at the high school by a high school teacher including competencies, assignments, grading policies, textbooks, and software (if applicable). A Transcripted Credit contract is written and must be signed by all parties and returned to LTC’s Career Prep office. Students enroll in and complete an LTC college course which is taught by a WTCS certified transcripted credit high school teacher at the high school. Students receive college credit upon successful completion of the course. Who Articulates with LTC? LTC articulates with public and private high schools. Requests are assessed on an individual basis and LTC asks that high schools first seek articulation with the technical college nearest to them offering that specific instructional area. Who Initiates Articulation? High School Teacher If a high school teacher has an interest in articulation, he/she should attend the fall Program of Study Night. Contact Sara Greenwood to confirm your interest. LTC Instructor If an LTC instructor connects with a high school teacher and determines that he/she would like to collaborate with that high school teacher for articulation, the LTC instructor should notify Sara Greenwood in the college’s K12 Relations Department. Occupation Specific Core Courses for Advanced Standing or Dual (Transcripted) Credit LTC articulates a variety of introductory courses. The 2013-­‐14 LTC Career Cluster Articulation Menu provides high s chool teachers with a document that lists current occupational courses currently articulated. The guide is organized by Wisconsin’s 16 career clusters and 79 pathways. This guide is updated annually and is always a work in progress. Course Differences Advanced Standing (curriculum matching) College courses typically have a narrower content focus, with high school courses often more broad-­‐based. Competencies for college 2-­‐ and 3-­‐credit courses may be covered in two or three high school courses, requiring high schools to submit multiple courses for advanced standing consideration with one college course. There are also times when a semester-­‐ or year-­‐long high school course covers two or more 1-­‐credit college courses. Transcripted Credit (curriculum sharing) LTC’s curriculum seldom “fits” perfectly into the high school class time. There are instances in which articulations for some college courses require the entire year (two semesters) and others that require the high school to include “extra” curriculum. Extra curriculum is the responsibility of the high school. • Grading Scale • Grading Criteria – Each course follows specific department criteria, e.g., tests = %; assignments = % For the college transcript, the college’s grading scale and criteria must be followed with grading based upon the college-­‐ required curriculum only. False “A high school course that matches 80% of the college’s curriculum will be accepted for advanced standing.” A high school course that is missing 20% of the college’s competencies is significantly different and will not be accepted. If the college determines that the high school course is “close” to matching, the high school teacher may be provided with recommended content changes and/or additions. PLTW -­‐ Frequently asked Question! Q: Does LTC articulate with Project Lead the Way? A: Project Lead the Way curriculum has a broad focus and does not lend itself to articulation with LTC, which has a narrower, specific instructional focus to its courses. Important! LTC has coordinated with some high schools so that the PLTW curriculum and LTC’s electronics curriculum is interwoven thereby providing students the opportunity to earn high school credit, technical college credit and PLTW credit. Page 3 of 10 LTC Qualifications for Dual (Transcripted ) Credit High school teachers must meet LTC qualifications as established by specific instructional areas. The HS teacher must: • Hold a DPI License in the subject are being taught • Have at least 18 semester credits in the discipline they are teaching • Attend the articulation workshop to meet with their college partner once a year • Submit curriculum once every three years Communication reminders and confirmations will be initiated and processed by the K-­‐12 Relations Office. WTCS Certification for Dual (Transcripted) Credit Certification does not automatically roll over from year to year and is not transferable. In addition to LTC Qualifications, WTCS teacher certification is required to establish Dual (Transcripted) Credit. Certification must be renewed for every teacher for every course every year. LTC pays a small fee annually to WTCS for each certification. To minimize expense, please identify high school teachers for Dual (Transcripted) Credit thoughtfully. To become WTCS certified, a teacher must complete and submit to the K12 Relations Department an LTC application and a copy of his/her DPI license for that instructional area good through minimally the year of the articulation. For example, to teach Nutrition for Culinary Arts a teacher must present documentation of ServSafe certification with a minimum of 90% test score by the National Restaurant Association. Students: free High Schools Advanced Standing (curriculum matching) Expenses related to the teacher’s time and labor to submit and adjust the curriculum (if needed) and to maintain the agreement annually. Dual (Transcripted) Credit (curriculum sharing) Expenses related to the teacher’s time and labor required to establish and maintain the agreement, learn the course, register and grade students and for the district’s purchase of required textbooks. LTC Advanced Standing (curriculum matching) Expenses related to the instructor’s time and labor required to review the curriculum and to the K12 Relations Department to establish, write and maintain the agreement. Dual (Transcripted) Credit (curriculum sharing) Expenses related to the instructor’s time and labor to qualify teachers, identify courses and provide instructional support. Expenses related to the K12 Relations Department to coordinate WTCS certification (also Certification Officer) and payment of fees to WTCS for each high school teacher for every course, every year; to establish, write and maintain the MOU and contract (also Contracted Services, faculty, VP of Instruction and Association President); for “wash” contracts written by LTC resulting in the loss of tuition and state aid revenue; to enter the LTC high school courses in Peoplesoft; to assist high school teachers with registrations and grading; and to monitor and proofread student records and submit corrections (also Information Technology Help Desk). Page 5 of 10 What is the Articulation Workshop? The articulation workshop is a required first step for high school teachers to meet with LTC faculty and explore opportunities for advanced standing and/or transcripted credit, as well as review active articulation a greements. How is Articulation Developed? The High School Teacher attends the fall Articulation Workshop to meet with LTC Faculty and determine the best option. Advanced Standing (curriculum matching) Step 1 The high school teacher submits curriculum by February 15 to LTC’s K12 Relations Manager for consideration in the next school year. Required documents for submission. Textbook title/edition/publication date/author Method(s) of evaluation or how mastery is determined Course outline, syllabus, class schedule Specific competencies and general objectives taught Grading formula, i.e., tests = %; assignments = Grading Scale % The coversheet must accompany the curriculum when submitted. To obtain a copy of the coversheet contact Sara Greenwood. Step 2 LTC faculty completes a review of the curriculum and replies by March 15 to the K12 Relations Department. An email notification is sent to the high school teacher and his/her high school principal stating, •

The high school curriculum submitted is approved and the articulation will be included in the next year’s formal agreement, or The high school curriculum submitted is similar but is missing some items. With minor changes and/or additions, it could be approved. The high school teacher is asked if he/she is able to make the recommended changes/additions. If yes, • The high school teacher makes the revisions and resubmits by April 1 with LTC faculty reviewing and replying by May 1. or • The high school decides not to modify and the articulation interest ends. or The high school curriculum is vastly different and the request is denied. Completion Deadline: May 1st. Over the summer, the advanced standing agreement is formalized and mailed to the high school in September. Agreements do not automatically roll over from year to year. Page 6 of 10 Dual (Transcripted) Credit (curriculum sharing) Step 1 The high school teacher submits the completed LTC application, DPI license and other required documentation (if needed) to Sara Greenwood, K12 Relations Manager. LTC’s Certification Officer submits certification documentation to the Wisconsin Technical College System Office in Madison. Step 2 HS staff and LTC Faculty meet at the Fall Articulation Workshop and discuss the following: •
Does the college faculty consider the Dual (Transcripted) Credit request feasible? •
How will the high school teacher obtain the current competency-­‐based curriculum materials for the course including tools for student evaluation of the course at the high school •
Does the high school teacher agrees that the transcripted course will be taught following the LTC curriculum, to include competencies, objectives, equivalent textbook, assessment criteria and conditions of the competencies, and grading policy •
Are both parties willing to discuss with the LTC instructor course related issues and recommendations for improvements 2x/year •
Does the LTC faculty feel that adequate classroom and other facilities needed for the course are available Step 3 LTC faculty completes and submits the Transcripted Course Checklist by February 15 to the K12 Relations Manager. Step 4 The K12 Relations Department emails the high school teacher and principal to: • Announce the approval of the new Dual (Transcripted) Credit agreement • Email the high school teacher and the technical college instructor to ensure curriculum sharing has taken place Step 5 HS and LTC faculty connect at least one month before the course will be taught at the high school and again at the mid-­‐point of the course. HS faculty is responsible for letting Sara Greenwood, K12 Relations Manager know when these meetings take place. Transcripted Credit agreements do not automatically roll over from year to year. Page 7 of 10 How is Articulation Maintained? Step 1 The K12 Relations Department provides each high school with a listing of their agreements that are expiring in September of the year prior to expiration. T h e h i g h s c h o o l w i l l t h e n d e c i d e t o : • Re-­‐new or • End or • Re-­‐new at a different level of articulation Step 2 The high school teacher should attend the fall articulation workshop to begin the renewal process or make arrangements through the K12 Relations to coordinate a renewal meeting Step 3 Advanced Standing The high school will re-­‐submit the required items to the LTC instructor who will complete a review of the curriculum by mid-­‐April. If the renewal is approved the K12 Relations Department will process the request and notify the high school teacher and principal of the outcome. ALL Advanced Standing Requests/Renewals must be completed by May 15th. Dual (Transcripted) Credit HS and LTC faculty will meet to discuss if the following questions are still able to be answered with “YES”. •

As deliverers of college coursework and credit, high school teachers are required to maintain a connection with their college instructor partners. Department expectations vary and will be communicated by the K12 Relations Department. Advanced Standing (curriculum matching) High school teachers and college instructors complete an annual review and maintain a connection. Formal agreements are renewed every 3 years. Any changes in staff and curriculum should be immediately reported to the K12 Relations Department. High School Staff are required to submit a class roster of advanced standing within the first 3 weeks of the class start date. High School Students will be issued a notification that informs them of the advanced standing class. High School Students must request advanced standing credit during their program advising session, prior to WTCS program entry. Dual (Transcripted) Credit (curriculum sharing) High school teachers and college instructors complete an annual review and maintain a connection to discuss curriculum, differences, delivery, textbooks, software, etc. Registration of College Course •
High school students are required to complete an LTC course registration form within four weeks of the start of the class. •

Students must enroll in an associate degree or technical diploma at the college to receive advanced standing. There is reciprocity between technical colleges; therefore, advanced standing with one technical college should travel to another technical college as either a required course or as an elective credit. Acceptance of advanced standing at UWs and private colleges is at the discretion of the receiving college. Students become eligible to receive advanced standing (not a letter grade) when they meet the conditions of the articulation agreement and achieve a minimum of 3.0 on a 4.0 scale on the high school transcript. Students have their high school transcript sent to the technical college so that it can be compared against the advanced standing agreements that were in place for each year (9th, 10th, 11th, 12th). Students must self-­‐identify and ask for advanced standing. Dual (Transcripted) Credit •

Students have a college transcript upon completing the course successfully at the high school. Students may request a transcript online by going to : http://gotoltc.edu/studentservices/transcript_request.php What is Recommended Text for High School Course Guides? Advanced Standing Pending LTC Advanced Standing Approval/Annual Re-­‐approval To be eligible for advanced standing, students must enroll in a technical college associate degree or technical diploma program and present appropriate documentation of the completion of the high school course(s) that meets conditions stated in the articulation agreement. Dual (Transcripted) Credit Pending LTC Transcripted Credit Approval/Annual Re-­‐approval In addition to receiving a high school transcript, grades are posted to an official technical college transcript and tabulated in the student’s technical college GPA.
