Summary
PSOs updated their regional activities on IMT
standardization
The importance of cooperation on IMT standardization
was emphasized in their contributions (e.g. the necessity
of IMT.RADIO & global/regional harmonization for IMT
UHF band)
Updates to the GSC-13 Resolution on IMT Standardization
were recommended in order to include the current
activities of ITU-R WP 5D, 3GPPs, and other PSOs.
Resolution
A drafting group was set up to discuss updating GSC13RES-01 “Continuing cooperation on IMT standardization”

Emergency communications (TIA)

Summary
Common theme: Continue to encourage collaboration and coordination
on Emergency Communications among the GSC Members and other
organizations
All use GSC framework to describe the scenarios for Emergency
Communications
Digital broadcasting transitions make spectrum available for public
safety (US, Japan)
US - Public Safety Endorsement of LTE for 700 MHz broadband
Challenge of getting public safety community thinking about standardsbased solutions
Alert and warning systems/protocols including preventing
unauthorized access to emergency services, new technologies for
Emergency Communications and priority routing of these signals have
been discussed
Covered databases related to Emergency Communications including
safety of life and rescue operations, allocated/assigned radio
spectrum, and next generation PSAPS
Resolution
Panel concurred that Emergency Communications should remain as
HIS for next GSC and reaffirm GSC13-RES-2 “Emergency
Communications”.

Security and lawful interception (TIA)

Summary
It would be useful to have “excellence groups” with security expertise to
facilitate the discussion of broad security-related issues
Although still some fragmentation of LI standards on global basis, PSOs continue
to encourage collaboration and coordination on Security and LI standardization
among the GSC Members and other organizations
Work on global standards for LI and data retention remains important
Work on LI and data retention should continue within the legal and regulatory framework
Impacts of Security and LI on new technology introduction (M2M, Smart Grids,
Femto cells, etc.) will be of interest to GSC going forward

IPTV (ATIS)

Summary
IPTV standards have progressed to evolve from architectural scope
and broadcast services to more advanced services and capabilities
Delivery of Internet content is currently being assessed and/or
undertaken as new work – some variance across Internet models
Open security solutions for IPTV are a critical challenge
Future IPTV standards must continue to evolve to meet dynamic
environment defined by NGN Convergence, IMS and web-based
services and applications-oriented model
It is important to ensure the alignment of IPTV architectures and
interfaces with global aspects; and to continue to work cooperatively
with external organizations, especially with the ITU-T on aligning and
coordinating efforts and work products
Various forums and consortia are developing specs incompatible with
IPTV architecture in ITU-T Recommendations
Need to engage with them for implementation of consistent, interoperable
services
IPTV standards must be sufficiently flexible to support unique needs of
countries, service areas and regulatory frameworks

Intelligent transportation systems (TIA)

Summary
Regulatory and public policy in some jurisdictions are encouraging
development of ITS standards and solutions
Conducting feasibility studies is a good practice as precursor to standardization
and system development
ICTs & climate change (“green”) initiatives will foster ITS development
Safety and security remains major concerns
It was suggested that “we should not focus on what is difficult” but
rather identify areas where there is consensus to help progress global
standards
Need to develop requirements on a global basis
ITU-T APSC TELEMOV members should be more active during the year to
improve the cooperation, particularly between ISO TC-204, ETSI and ITU-T
The GSC ITS Task Force should continue and its resolution updated (covered in
the ITS Task Force summary)
The Fully Networked Car Workshop at the Geneva Motor Show March 34, 2010 should be fully supported by GSC PSOs and Observers
This year’s workshop should indentify the priority standards needed for ITS
communications deployment

IP over broadband access in support of
convergence (TTA)

Summary
Various Broadband access technologies are available and are
being developed over Fixed/Mobile environments including
developing Next Generation Access Networks
“User requirements” on broadband accesses should be taken
into account more widely to support of convergence
More features will be incorporated into broadband accesses to
support of convergence such as supporting mobility in
transport level, granularity of QoS/Security etc.
Expansion of “Quality of Service” concept will be investigated
to incorporate different levels of “Security”, “Mobility”,
“Personalization” and others.

ICT and the environment (TTC)

Summary
Substantial increase in activity observed since GSC13: both new
and existing technologies
Three dimensions of ICTs concerning climate change:
development of technology infrastructure, reduce ICT carbon
footprint, use of ICTs for reduction of carbon footprint in other
sectors
Important to encourage use of ICT tools for reducing the carbon
footprint also by ITU and the PSOs
Emphasis on need of consistent, internationally agreed
measurement and benchmarking methodologies
Cooperation and collaboration are fundamental as this is a global
issue

Agreed to revise GSC13-RES-08 “ICT and the environment”
based on GSC14-PLEN-39 (ISACC) and GSC14-PLEN-61 (TTC)

ICT Management & Operations (CCSA)

GSC14-PLEN-26R1, 64
Summary
Research is needed for the convergent ICT M&O today covering both
telecom/communication and IT field.
ICT M&O includes ICT infrastructure M&O, ICT service M&O, ICT business
M&O, and ICT M&O services.
Groups like ATIS TMOC and CCSA have done some work on ICT M&O
standards.
Still, ICT M&O common architecture is needed to reduce the gap between
SDOs and enhance the traditional management framework.
ICT M&O has to adapt to the new service evolution like IPTV or online
gaming
ICT M&O is expected to support the new telecom business mode, in which
especially Telecom Operators today will provide huge-number of services
since they are now playing more and more like roles of SP/NO (Network
Operator), not only NO.

NGN Interoperability (TTC)

Summary
TIA presented their activities on interoperability including
relationship with SDO’s such as ATIS and ETSI.
TTC presented their activities on NGN interoperability and
several solutions to achieve NGN interoperability and
proposed new resolution to encourage PSOs collaborative
work to achieve NGN interoperability.
ATIS presented their activities on interoperability including
Network Interoperability Forum(NIIF), IPTV Interoperability
Forum(IIF), Next generation-Carrier Interconnection(NG-CI)
Task Force , etc.
The importance of NGN interoperability was emphasized in
those contributions and recognized among PSOs.

A new Resolution on Interoperability or revision of GSC13RES-10 was proposed as appears in GSC14-PLEN-62

Task Force Opening Plenary Reports - ITS
Oral report by GSC ITS Task Force Chair
GSC13-RES-14 should be updated to add emphasis on identifying priority
ITS communications standards and developing a coordinated roadmap for
ITS communications standardisation
The GSC Task Force will also work on
The standards approach for 700 MHz allocated for ITS
The standards needed to achieve cognitive radios that meet the needs for
the long life of communications devices in automobiles and lorries
Safety discussions are being held nationally, it is hoped to bring them
to the GSC at the next meeting
The GSC Task Force will be chaired by ARIB for the next year with ETSI
leading the priority communications and roadmap tasks and TIA leading
the cognitive radio task

GSC14-PLEN-42 (ITU)
Noted the increasing difficulty concerning availability of
texts from PSOs that are referenced in ITU-T
Recommendations, in particular when the management
of the standards portfolio is outsourced to third parties.
Participants were reminded that in becoming qualified
under the procedures of Rec. ITU-T A.5 for referencing
within ITU-T Recommendations, PSOs agreed to provide
a reference copy to ITU-T and that the PSO follows a
document management regime that keeps older and
obsolete versions of standards available.
Offline discussions were encouraged among the
PSO and ITU representatives to ease the situation

Summary
