PURPOSE
This Contribution proposes a new Resolution on Governance of ICT.

CONTENT
The proposed Resolution attached is intended to highlight the importance of the work underway
in ISO/IEC JTC 1 on the subject of Governance of ICT. The Resolution recommends that ITU-T
seek liaison status with ISO/IEC JTC 1 Working Group 6.
It is recognized that this proposed Resolution need not be a continuing Resolution in the GSC
series. Instead, it is proposed that the attached draft Resolution be approved only at GSC-14 and
that thereafter it can be withdrawn, assuming that Resolves are implemented between GSC-14
and GSC-15.

ISACC recommends that GSC-14 approve the attached draft Resolution on Governance of ICT.

RESOLUTION GSC-14/M: (Opening) Governance of ICT (New)
The 14th Global Standards Collaboration meeting (Geneva, July 2009)
Recognizing:
a) the Governance of ICT is of critical importance to all entities operating, using and
developing information and communications technologies and services;
b) that this impacts practically all forms of social and economic activity, as well as the
technical development and deployment of all radiocommunication and
telecommunication services for diverse entities (persons, organizations/providers, and
objects);
c) a common interest of network operators, service/application providers, government, and
users in effective, trusted, interoperable frameworks for the Governance of ICT;
d) that the Governance of ICT is essential to almost all areas of GSC cooperation, including
RFIDs, sensors, wireless and near-field devices, on-board GSM, IPTV, NGN, healthcare,
emergency communications, e-government, disaster relief, product proofing against
misuse of resources, lawful interception, mitigating identity theft; and
e) that effective protection of all kinds of national communications, transportation, electrical
and other critical infrastructures are fundamentally dependent on effective Governance of
ICT capabilities.
Considering:
a) that ISO/IEC JTC 1 has initiated Working Group 6 “Governance of IT” including
requirements, architectures and frameworks;
b) that standards of GSC Members can provide a coherent systematic framework for
enhancing trusted open Governance of ICT interoperability that can minimize risks and
the development of mechanisms to mitigate the risks;
c) that common frameworks can provide for trusted global discovery and interoperability of
the Governance of ICT; and
d) that continuing cooperation and collaboration among organizations addressing the
Governance of ICT issues can promote progress and contribute to building and
maintaining a culture of trusted, interoperable the Governance of ICT capabilities.
Resolves:
1) To request ITU-T to seek liaison status in the ISO/IEC JTC 1 Working Group 6
“Governance of IT”;
2) To request ITU-T to consider producing joint products with ISO/IEC JTC 1 on the
Governance of ICT;
3) To request the ITU-T, with the assistance of Participating Standards Organizations
(PSOs), to develop a comprehensive inventory of national, regional and international
initiatives and activities in the area of the Governance of ICT; and
4) to encourage PSOs and Observer Organizations of the GSC to participate in global,
regional, and national Governance of ICT collaborative activities, and to adopt common
standards and administrative practices that enhance global the Governance of ICT.
