I.
President Jackie Spears called the meeting to order at 3:30 p.m. President Spears introduced Candace
Ortega as the new Secretary in the Faculty Senate office. She was warmly welcomed.
II.
The minutes of the October 25, 2004 meeting were approved.
III.
Ruth Dyer - Performance Agreement
Dr. Dyer discussed the University’s performance agreement with the Kansas Board of Regents. She
distributed a brief history of these performance agreements which is included as Attachment 1. K-State is
required to submit institutional goals every three years. The latest Performance Agreement that was
submitted by the University was approved by the Board at their November meeting. March 2005 is the
deadline for submission of a report on our compliance with the Pilot Performance Agreement that covered a
six month period, July-December 2004. An annual report will then be due each March. An additional two
percent of our university funding will be based on the compliance with the Performance Agreement.
Senator Hosni asked about the goals set by other institutions. Dr. Dyer indicated that the agreements have
not yet been officially shared by the Board. Senator Clark expressed a concern about increasing external
funding that will then be viewed by the Legislature as a decreased need for public funding. Senator Adams
indicated that faculty members have expressed concern with the decrease in public funding and will we
continue to do more with less. Senator Hosni suggested that the Board may use this measure to reward
those institutions with high performance. Dr. Dyer indicated that performance agreements are a nationwide trend. More accountability is expected of each institution by the Board and the Legislature.
President Spears requested that Faculty Senate should consider how we should become more involved in
the development of Performance Agreements. Senator Schumm suggested that the Faculty Senate
Committee on University Planning should continue to be involved in this process. Dr. Dyer pointed out
that the Academic Affairs Standing Committee mentioned in the timeline within the handout refers to the
standing committee of the Board of Regents.
Senator Rolley asked how these Performance Agreements meld with the university priorities. Dr. Dyer has
not mapped the Performance Agreements with the university’s nine strategic planning priority themes but
thought there certainly is some overlap. The focus on Study Abroad and Leadership Studies as indicators
for student learning outcomes was discussed. Dr. Dyer indicated that our new program for assessment of
student learning outcomes was rejected for use as indicators because it is not fully implemented. Senator
Ross suggested that these are not driving priorities for the university but are actually “low-hanging fruit.”

B. Faculty Affairs Committee - Roger Adams
1. Chronic Low Achievement policy—Senator Adams reported that the committee has reached no
consensus on this proposed policy. The committee is moving towards amending the policy.
2. University Distinguished Professors (UDP)—Senator Adams reported that he is attempting to coordinate
a meeting with the provost, the Faculty Affairs committee, and with the entire UDP group.
3. Section G University Handbook changes—Senator Adams announced that he has received a memo from
Betsy Barrett suggesting changes to this section regarding grievance procedures and copies of documents.
4. Holiday Closing—Senator Adams reported that Faculty Affairs will be discussing potential changes to
the university practice of closing for the end of 2005.

V.
Announcements
A. Faculty Senate Leadership Council
President Spears discussed the attachment from the Faculty Senate Leadership Council. (See Attachment
1 to the Agenda.) Senator Clark suggested that Human Resources present seminars to discuss options for
placing monies in various financial institutions and/or accounts. President-elect Herald stated that when a
review of Ft. Hays State’s “9 paid 12 salary option” was conducted, it was found that their payroll system
did not allow for deposit in multiple financial institutions and/or multiple accounts. However, since the
faculty member can have complete control of their account and gain interest on their salary reserved for the
summer, Dr. Tom Rawson indicated that the alternative that K-State offers is a better solution.
B. Kansas Board of Regents Meeting
President Spears discussed the attachment regarding the November Board of Regents meeting. (See
Attachment 2 to the Agenda.) President Spears announced that the Council of Chief Academic Officers
passed and forwarded to the Council of Presidents a policy enabling institutions to develop their own
tuition assistance policy for spouses and dependents.

For the Good of the University
Senator Clark discussed a news story in the Kansas City Star where KU is moving towards selective
admissions instead of qualified admissions. President Spears said this has not come up at the Board of Regents yet
but she will watch for any developments.
