Private lands are intermingled to a large extent over the Forested area of Lake county with Fremont National Forest, and Lakeview District BLM. Project Implementation: These funds will be used to assist Lake County with collection of spatial data related to land ownerships, including ownership plat maps, and geo-referencing the data to overlay in GIS systems. Project Outcome: The outcome of this project will be to provide accurate and updateable information related to ownership in Lake County. The products will be shared with Oregon Department of Forestry, and other land management agencies within the Interagency Wildland Fire Community in a seamless GIS environment. Data could then be used for various projects, first to identify ownerships that need fuels treatment, and then to spatially present and view accomplishments. Project Measures & Reporting ODF Salem will issue a control number obligating the estimated amount of grant funds, when the work is completed the Grant Specialist will review and sign off on the amount of work completed. ODF Salem will process payment to Lake County, or their designated contractor. This process will record the work items accomplished or deliverables and the funds spent. Partners: Partners will be the Oregon Department of Forestry and Lake County Assessor, and through local coordination with the South Central Oregon Fire Management Partnership, (USFS, BLM, ODF, USF&W). Project relationship to community or natural landscape fire plans: This project will benefit multiple communities at risk from wildfire throughout Lake County by providing a base of information from which all partners can draw on for fire planning, fuels management, prevention, and landowner education . Project Time Frames: This work would be accomplished between June 2003 and December 2004 Activities & Equipment Used: Spatial data including scanned images of Tax Plat maps will be gathered. The information related to individual tax lots will be placed into a database that can be used in conjunction with the geo-referenced maps of the tax lots, showing owner information. Equipment needed will primarily be in the form of computer hardware, and software to manipulate data, geo-reference and convert images and databases to GIS format. ESRI’s- Arcinfo, Arcview, and Microsoft Access, may be a few that could be required to formulate the data. Amount of Extent of Actions: This project would provide available information to every landowner, and government agency who would have a need for and which uses geographical information including ownership data addressed in this project. Extent of Actions: The results of this effort would affect all landowners within Lake County, and provide necessary information both for the landowners, and government entities that rely on the information for, planning and administration of efforts related to; land management, strategic planning for hazard reduction, targeting prevention activities, damage mitigation and suppression strategies during wildland fire incidents in or near Wildland Urban Interface areas. Within each criterion, subcriteria are listed in descending order of importance. Limit your responses to the areas provided. 1. Reducing Fire Risk. (40 points)) A. Describe how the proposal promotes reduction of risk in high hazard areas or communities, or natural landscapes. B. Describe how the proposed project benefits resources on federal land or adjacent non-federal land, or how it protects the safety of communities. C. To what extent does the project implement or create a cooperative (1) fuels treatment plan or (2) community fire strategy (include evidence of the plan if it already exists)? D. Explain to what extent the affected community or proponent has been involved or plans to involve the affected community in a qualified fuels education program (e.g., FIREWISE). E. Explain how the proposal (1) leads to, enhances or restores a local fire-adapted ecosystem, and/or (2) mitigates or leads to the mitigation of hazardous fuel conditions. F. How will the proposed treatments or programs be maintained in future years? Response: This project will contribute to reduction of fire risk through accurate and consistent identification of land ownership, coupled with fuels identification, and provide a basis for planning on the ground projects to target prevention efforts, fuels treatment, and related fire management efforts. Lake County has not been involved in the Firewise and Living with Fire programs. Public meetings, newspaper articles, fair displays have all recently publicized the issues. Currently there is one other funded grant in Lake county tied directly to the Communities At Risk that are recorded in the Federal Register.This project will potentially enhance the future development and accomplishment of projects. This project will have an ongoing effect on all the efforts by landowners, and government agencies using GIS information for many years, in encouraging fuel hazard mitigation by landowners, and assisting agencies in the Wildland Fire Community in adequately addressing planning and administration. Due to intermingled ownership in Lake County, many private parcels lie adjacent to Fremont National Forest and the Bureau of Land Management properties, this project will enhance any projects that they may do in the future. 2. Increasing local capacity. (30 points) A. How would the proposal improve or lead to the improvement of the local economy in terms of jobs and sustainable economic activity? How many jobs are expected to be created or retained and for how long (please distinguish between essentially yearround and seasonal jobs)? How will this proposal link to other projects (or proposed projects) to create year-round jobs? B. To what extent will this project be offered to serve as a model for other communities or natural landscapes? C. Will biomass or forest fuels be utilized; if so, in what manner and how much? Response: This project will assist Lake County in moving forward in the GIS realm, in providing accessible, useable information for landowners, and agencies involved in managing activities or projects in the Wildland Urban Interface. This grant will also stimuate the landowners to explore alternatives for the treatment of their land, due to better maps, and other GIS information. The local community is very aware of the fire potential and have a concern. This will be another tool to help them begin making a positive change in reducing the fire hazard and improving forest health This project will help a sagging economy in Lake County. The lumber industry is in the final stages, if there is not an improvement in the supply of timber or other forest related products. Many landowners may not begin any fuels treatment projects or other fire prevention efforts without good information relative to fuels inventory, overall effect of projects, which can be illustrated using GIS information products. Products may include for a specific landowner; accurate map and/or photo of their ownership, accurate inventory and location of potential projects, tracking of accomplishments. Enclosure 3B (Page 3 of 3) - Project Evaluation Criteria 3. Increasing interagency and intergovernmental coordination. (15 Points) A. Describe how this project implements a local intergovernmental strategy or plan, or creates such a plan. Describe the plan if it already exists. B. Explain the level of cooperation, coordination or strategic planning through a “Local Coordination Group” for wildland fire activities, or among federal, state, tribal, local government and community organizations. List the cooperators (a detailed list of cooperators will be required for projects that are funded). Response: This grant proposal fits into a strategy in the Klamath-Lake District to apply for grants to cover all the identified Communities at Risk. Currently four grants have been funded within the Klamath-Lake District. These have been coordinated with the County Fire Chiefs in Klamath and Lake Counties, Winema and Fremont National Forests, Lakeview District BLM, and Klamath National Wildlife Refuges. The Winema National Forest is working to connect their fuel hazard mitigation projects to the work that is being done on private lands. This grant proposal also will provide for common information related to land ownership that all agencies use to plan and administer activities on forest lands in Lake County. Currently adjacent Klamath County has been able to reach the point where data is available, and interfaced with GIS applications, sharing ownership information with Oregon Dept. of Forestry, and others. Coordination is ongoing with Lake County, Lake County Resources Initiative, South Central Oregon Fire Management Partnership through collaboration on needs and projects related to fire planning, fuels management, prevention, and landowner education . There is effort to formalize this coordination group with a more broad based representation from communities in Lake County. 4. Expanding Community Participation. (15 Points) A. To what extent have interested individuals, groups, and communities been provided an opportunity to become informed and involved in this proposal? B. Describe the extent of local support or opposition for the project, including any cost-sharing arrangements. C. What are the environmental, social and educational benefits or concerns of the project? Response: There have been displays at the county fairs & local home show, direct mailings to the landowners in the grant areas, public meetings, newspaper articles, and meetings with service providers for the grants. Local government, state and federal agencies have met to coordinate opportunities with the National Fire Plan grants. The benefits of this project are through updated and accurate ownership data in GIS format to promote fire hazard reduction, improve forest health, local economic stimulation, and local government coordination. These projects have proved a stimulus to getting local agencies to working together.
