RE: SCRAPS project
Ms. Kimberlee Tully, Manager
Department of Grants Management
128 N. 2nd Street, Room B-30
Yakima, WA 98901
Dear Kimberlee,
It is my understanding that Yakima County is applying for funding under the 2004 application for
Wildland Urban Interface Fuels & Education and Prevention and Community Planning for Fire
Protection Projects. Based on our understanding of your project, Safe County Recycling and Abatement
Program for Seniors, or S.C.R.A.P.S., we provide our written support to your endeavor.
The USDA Forest Service, Naches Ranger District, is in agreement to partner with Yakima County to
work jointly on specific projects to perform fuel management and forest debris removal within areas of
Yakima County within National Forest boundaries. The County will work independantly and team with
Forest Service work crews to complete projects of this nature on Forest Service lands adjacent to County
Roads, Forest Service roads and projects within at-risk communities as identified by Forest Service
agreements. The Forest Service will advise and guide the County’s crew as to the desirable clearing for
fire protection based on fire behavior modeling, geographic, and topographical circumstances for
appropriate coverage on Forest Service lands.
This partnership will provide cost savings in contracted and/or force account labor estimated at $400 $550 per acre based on current contract rates. The Forest Service will provide in-kind contributions for
labor and technical assistance for this project as outlined in the provided budget.
We look forward to the chance to implement this program. This is an excellent opportunity to apply
much-needed fire hazard abatement projects while significantly lowering the cost to the tax payer.
Sincerely,
David Tharp
