Brief Project Summary: Who, What, Where, Desired Outcomes in relation to NFP Goals and Community Risk Assessment and Mitigation Plans (This should summarize page 2). The city wants to develop from six to 10 short videos on wildfire protection and prevention which will be shown on the local TV station in an effort to make residents aware of the need to develop defensible space around their homes. The city will contract with a firm, or community college, to make the videos. The videos will feature the city mayor, city administrator, and members of the local volunteer fire department. They will show examples of existing hazards and show the results of hazard fuel treatment efforts. This personalized approach will be more effective than showing videos produced for generic type viewing. The city owns its own TV station and it is viewed regularly by most residents. The goal is to generate interest by residents to take an active part is creating defensible space on their property, and to promote wildfire prevention. Response: Type of product to be delivered: Short videos, from five to seven minutes each, will be produced to address the wildfire hazard situation in Cascade Locks and wildfire prevention messages. The videos will address a variety of wildfire protection including: high wildfire hazard fuel situations around homes, examples of how defensible space can be created around homes, the importance of creating defensible space, examples of structural materials not to use in home construction, the importance of having good ingress and egress options for escape in wildfire situations, and wildfire prevention messages. The videos will be shown multiple times to re-enforce the message to Cascade Locks residents. Method of delivery, target audience: The videos will be shown on the city owned TV station. The target audience will be Cascade Locks residents. Timeliness, relationship to a Community Wildfire Protection Plan: The Cascade Locks Community Wildfire Protection Plan was completed in January, 2005. The plan calls for the production of specialized videos to be shown on the city owned TV station. The plan identifies this project as a high priority. Projected timelines and cost estimation: The videos will be produced as soon as possible after the grant funding is made available to the city. It is estimated that the project will cost about $15,000. Project location: City of Cascade Locks. Tools or skills needed to complete the project: Professional production skills will be needed to make high quality and effective videos to convey the wildfire protection message to city residents. There are professional firms who can produce these high quality videos. It may also be possible to work with one of the nearby community colleges who would do the project as part of training for students. Monitoring and evaluation procedures: City officials will visit with a sample of homeowners to see how they feel about the videos and if they have had an effect on the level of interest in doing hazard fuel treatments on their property. 1. Prevention of Wildland Urban Interface Fire (40 points) Describe how the proposal will lead to: A. Reduction of wildland urban interface fire B. Reduction of structural losses C. Homeowner action and personal responsibility to reduce fire loss of private land. Response: This project is designed to get information to property owners in Cascade Locks about wildfire hazards, methods to create defensible space around their structures, and wildfire prevention. Wildfires will still occur in the city but residents and their structures will be better prepared to survive a wildfire situation. Videos will be shown on the city TV station and most residents will be exposed to Firewise type material. Wildfires that do occur will be smaller, fire behavior will be less severe, and suppression will be easier for firefighters. Videos will address the need to create defensible space and show methods to accomplish it. Residents will see local firemen and city leaders on the videos and will relate well with their messages. Examples of creating defensible space on property they are familiar with will encourage homeowners to take personal responsibility for taking action on their land. Videos will also cover building materials and which kind are considered wildfire hazards. Residents will gain information which they will use when replacing roofs, decks and siding. Again, when wildfires do occur, firefighters will have a better chance to save structures. Wildfire prevention messages will address risk factors identified in the recently completed Community Wildfire Protection Plan for the city. There will be reminders about the how the 2003 wildfire behaved and how close the city came to being destroyed. Overall, less wildfires will occur because residents will be exposed to a great deal of wildfire protection and prevention messages. They will be more careful with outdoor burning and other activities which could start a wildfire. 2. Community Participation (30 points) Detail the community participation and collaboration for this project. Define clearly why you believe your group will be successful in delivering the proposal to the target audience. How will the project be sustained or carried forward beyond project timelines? How will the project be monitored and evaluated? Response: There was close collaboration with community members during development of the Community Wildfire Protection Plan. In fact, the suggestion to develop the videos came from a Cascade Locks citizen who showed interest in, and participated in development of, the plan. The Cascade Locks Fire Department is interested and will participate in the videos. The general feeling is that if local people are featured in the videos, it will be better accepted by residents as compared with material which was developed for another community, or is generic in nature. The message will get to the target audience because it will be broadcast over the city's own TV station. Cascade Locks is unique in having its own TV station. It is one of only a few cities with one. It was created years ago when the cable companies refused to service the city. The videos will be shown beyond the project's timeline and until they are still being effective. They can be shown at various times during the day and evening. The city will receive feedback about the effectiveness of the project from its electricity customers who visit City Hall to pay their monthly power bills. 3. Partnerships (30 points) Detail the level of involvement of any local multi-agency, emergency services, non-profit coordination group, and provide a list of partners for this project with their current and expected level of involvement, including any kind of contributions or matching funds. What is the project relationship to a community risk assessment or mitigation plan? Include the name of the plan, date it was prepared, and local contact to get a copy of the plan if requested. Response: The Cascade Locks Fire Department will participate in the project. Members will be featured to give the videos a personal touch. Also, they will be part of a committee to help plan and design the material. Local Red Cross volunteers trained in disaster preparedness will also be involved with planning and design of the videos. Members of the Columbia Gorge Local Wildfire Coordinating Group will be invited to participate in the development of the videos. They are familiar with existing prevention type material and will be able to offer valuable advice. This project is featured in the Cascade Locks Community Wildfire Protection Plan and is ranked as high priority. The plan was approved by the ODF in January of 2005.
