Sacheen Lake Prevention and Education Project. 2. Enterprise Community Risk Assessment and Mitigation Plan. 3. Springdale Community Fire Risk Assessment and Mitigation Project. Brief Project Summary: Who, What, Where, Desired Outcomes in relation to NFP Goals and Community Risk Assessment and Mitigation Plans (This should summarize page 2). This grant proposal is a cooperative effort between FireSafe Spokane, Washington State Department of Natural Resources, and Pend Oreille County Fire District 3. Our goal is to make contact with all residents within the Sacheen Lake proposed grant area. We will write a Defensible Space/Survivability plan for each of the residents. We will also provide each a NFPA 299 [wildfire hazard severity rating] of their home. In addition to this information a GIS overlay with risk assessment will be available to the Fire District, WA.DNR, and other government agencies. The desired outcome is to educate homeowners in the community on how to make their homes survivable in the event of a wildland fire. Through the principles of FireWise Landscaping and construction, home identification, addressing, proper road access, property maintenance, and fire prevention. This is phase one of a number of phases for Pend Orielle Fire District 3, and other Fire Districts within the Pend Oreille County. Response: This project is a Wildland Urban Interface Prevention and Education project. FireSafe Spokane will be writing a Defensible Space/Survivability plans for approximately 250 homeowners, and giving a NFPA 299 Wildfire Hazard Severity Rating. Using a mobile GIS unit,Geographic Information System with GPS Global Positioning System. We will be able to do a risk assessment of these homes. Fire District Volunteers, and Washington Department of Natural Resources personnel will be assisting FireSafe Spokane in the homeowner contact and community education. Awareness will be increased regarding fire prevention and home survivability during these contacts with homeowners. The data that will be collected defensible space plan, NFPA 299 and the GIS overlay of risk assessment and will be available to all agencies that have a need for the information. This information is very timely for Pend Oreille County, since they are currently writing a county wide community fire plan. This project is located in Southwest Pend Oreille County in Fire District 3. The desired outcome is to heighten the awareness of how to make their home survivable, recognize the fire risk, and fire prevention in their community, applying the principles of the "Lean, Clean and Green" concept, thus minimizing the loss of life and property. The Sacheen Lake project is in a rural area in the Southern portion of Pend Oreille County, Fire District 3. This area includes approximately 800 acres and approximately 250 homes. Approximately one-third of this project is adjacent to United States Forest Service land. The Pend Oreille County Local Coordination Group has reviewed and supports The Sacheen Lake, Prevention and Education project. The Collaborative Group, involved are; Pend Oreille County Fire District 3, FireSafe Spokane, WA Department of Natural Resources, Pend Oreille/Washington State University County extension, Pend Oreille County Emergency Management, Sacheen Betterment Association, and The United States Forest Service Newport Ranger District. Tools and Skills Needed: The Collaborative Group has the skill to complete this project. WA. Department of Natural Resources, FireSafe Spokane, and the Pend Oreille Fire District 3 will be working together completing the Defensible Space Plans, the NFPA 299 forms, and Mapping of the Risk Assessment Area. FireSafe Spokane will be using newly purchased Mobile GIS Units[3] to develop the GIS Risk assessment layers for this project. Time Frame: Upon acceptance of this grant this project will start in April 2006, and be completed in April 2007. Cost Estimation: Cost estimation for the Sacheen Lake Federal Grant Funding is $20,000.00. Total Cost will be $39,925.00. 1. Prevention of Wildland Urban Interface Fire (40 points) Describe how the proposal will lead to: A. Reduction of wildland urban interface fire B. Reduction of structural losses C. Homeowner action and personal responsibility to reduce fire loss of private land. Response: A Strong Education and Prevention Program will accomplish reduction of Wildland Urban Interface fires. Our outreach to the homeowners will include literature and educational advice about how to prevent wildfires, fuel reduction and making homes survivable. The primary cause of wildfires in this area is debris fires. The second, leading cause is recreation fires, and the third, major cause of wildfires in this area are children. FireSafe Spokane along with the Fire Department will supply educational packets of information. We will teach and educate, prevention and home survivability for the community and homeowners. Reduction of structure losses will be accomplished by educating the homeowner and the community [seasonal influx], and by using the teachable moment in the primary grade schools. FireSafe Spokane and the Pend Oreille County Fire Department 3 will be contacting by a physical visit, approximatley 250 homes. In doing this we will be writing Defensible Space/Survivability plans and or a wildfire hazard rating from the NFPA 299 form. These plans will focus on what steps the homeowner must take to make THEIR home survivable in the event of a wildfire. The plans will focus specifically on structure and landscape design, forest health, fuel reduction, and the general "Lean, Clean, and Green" concept within the home ignition zone. This will be accomplished by our collaborative team of FireSafe Spokane, WA. Department of Natural Resources, Pend Oreille County Fire District 3 and the Pend Oreille/Washington State University Extension Master Gardner's program. Homeowners armed with this information [prevention and education knowledge] from our effort will help the community and homeowners take personal responsibility for loss of life and property in the event of a wildfire. 2. Community Participation (30 points) Detail the community participation and collaboration for this project. Define clearly why you believe your group will be successful in delivering the proposal to the target audience. How will the project be sustained or carried forward beyond project timelines? How will the project be monitored and evaluated? Response: We have excellent community participation in this grant project. The Pend Oreille County Fire District #3 has been working formally and informally with the following local interest groups: Sacheen Betterment Association, Sacheen Lake and Sewer District, and the Ladies of the Lake Association. Pend Oreille County Fire District #3 has also sent out letters to the homeowners in this area and received a very positive response for this grant proposal. FireSafe Spokane believes this project will continue beyond this grant with the help of our cooperative partners. The Pend Oreille/Washington State University Extension Master Gardner's in the area want to contiue working with this community to make it a FireWise Community. This project will be maintained and evaluated as it is incorporated into The County wide fire prevention plan, overseen by the Pend Oreille County Coordinating Group. 3. Partnerships (30 points) Detail the level of involvement of any local multi-agency, emergency services, non-profit coordination group, and provide a list of partners for this project with their current and expected level of involvement, including any kind of contributions or matching funds. What is the project relationship to a community risk assessment or mitigation plan? Include the name of the plan, date it was prepared, and local contact to get a copy of the plan if requested. Response: As stated earlier, FireSafe Spokane is proposing this project grant. The partnerships of this project are the following agencies and groups: Pend Oreille County Fire District #3, FireSafe Spokane, Washington State Department of Natural Resources, Pend Oreille/ Washington State University Extension, Pend Oreille County Emergency Management, Sacheen Lake Water and Sewer District, The Ladies of the Lake Association, and the United States Forest Service New Ranger District. In kind funding by the Washington State Department of Natural Resources is $4,000.00. Pend Oreille County Fire District #3 is $2,250.00. Collectively, Sacheen Betterment Association, Sacheen Lake Water and Sewer District, Ladies of the Lake Association, and the Washington State University Extension Master Gardner's are $3,700.00. The project relationship to a Community Risk Assessment Plan is that the information we collect from this project will be a key element in determining the Pend Oreille County wide Community Fire Plan. Pend Oreille County currently has a contractor, Northwest Forest Management preparing a countywide community fire for their county. This plan is due for completion by January 16, 2006.
