(If applying for a fuels reduction project, identify vegetation types, fire regime) [1500 Characters Maximum] 3 This project addresses the needs of fire safe and Fire-Wise communities with both wildfire hazard education, mitigation, and creation of emergency access. Josephine County exhibits one of the most extreme at-risk environments in the state with regard to fire potential and associated risk to landowners and residents in the wildland urban interface partly due to a 65% public / 35% private land ownership and long emergency response times. This project focuses on the Cloverlawn Drive Wildland Urban Interface that starts within Grants Pass City limits and extends immediately onto adjacent rural county residences and publicly held lands that are agency-targeted for significant fuels reduction treatment. Because of its attractive climate this particular area has grown above projections at 6.5%. In this same rural area a large percentage of the populace is subsisting at or below poverty level and is surrounded by markedly dense forests overstocked with volatile vegetation or invasive species. This project will focus on disseminating practical materials that will provide all property owners and residents the tools and strategies for managing and protecting lands in a wildfire prone area. Collaborative partnerships for these projects have been developed with Bureau of Land Management, Oregon Department of Forestry, Oregon State University, Rural Fire agencies, Josephine County Commissioners and the City of Grants Pass. [500 Characters Maximum] 4 Fall 2011 - Fall 2012: Projects will be directed towards participating landowners in the project area. This will consist of: 1) Educational packet and distribution, partnership outreach/education 2) Landowner site visits to sign agreements, 3) Develop individualized defensible space prescription and management strategies, 4) Contract fuels reduction work completed/inspected, 5) Landowner defensible space and management strategies reviewed and when applicable, inspected and finalized. Provide a brief scope of work which clearly describes how grant funds will be spent. (This should be more specific than the project description) [1500 Characters Maximum] 5 Funds will be expended as follows: 1) Education/outreach will be conducted through various channels from classes to media to creation of landowner packets. The goal is to provide wildfire hazard awareness and mgmt practices to approximately 18000 citizens, focusing on the new residents moving into the WUI. The District’s technician will coordinate with agencies, local government and wildfire groups to work with real estate and title companies, private and public schools, or co-sponsor wildfire education classes. 2) 300+ private acres are expected to be treated for defensible space though extra acreage may be treated if it provides a greater benefit to the immediate area. Fuels reduction will be conducted on strategically selected sites to further reduce the hazard for 1,000 more landowners. The district technician will meet with landowners to sign agreements, review defensible space practices, write individualized prescriptions and determine match amount. The technician will also create reports for each completed site. Local contractors will be solicited for fuels reduction. They must follow prescriptions and complete projects within a stated time frame. Treatment methods may include thinning, slashing, pruning, burning or chipping to remove brush and ladder fuels. Match will be met through in-kind labor, cash or both. 100% match will be provided for 50+ residents classified in special need category assisted through a grant awarded by Josephine County for this purpose.
