ITU-T SG11 would like to thank ITU-T SG16 Q13/16 for the liaison statement inviting SG11 to work together on the future C&I events. ITU-T SG11 also appreciates SG16 for their wish to start a new ITU C&I pilot project. Following your request, SG11 would like to provide some clarification on ITU Product Conformity Database, ITU conformity assessment pilot project and ITU test event. ITU Product Conformity Database The criteria of entry into the ITU Product Conformity Database is published in the database website. It stipulates that: 1) Candidate entries can be submitted by testing laboratories, conformity assessment bodies (CABs), vendors and others (including non-members of ITU), provided that the product is either, a) tested by a testing laboratory with ISO/IEC 17025 accreditation; or, b) certified by a CAB with ISO/IEC 17065 accreditation, as in conformance with at least one ITU-T Recommendation. Such a copyright does not prevent the use of the material for its intended purpose, but it prevents the reproduction of all or part of it in a publication without the authorization of ITU. -2JCA-CIT-I-100 2) In addition, at this early stage of the database’s implementation, the entry of products is also possible through two other channels by the ITU secretariat with vendor’s endorsement: either c) tested as part of an ITU conformity assessment pilot project; or, d) tested in an ITU test event. ITU conformity assessment pilot project The key goal of ITU conformity assessment pilot project is to develop testing specifications for existing ITU-T Recommendations and to verify market need/acceptance for such conformance testing results during a certain period of time as a pilot phase. For your convenience, please find the details of the ongoing ITU conformity assessment pilot projects at http://itu.int/go/pilot-projects. ITU test event An ITU test event is organized by ITU to conduct conformance testing against existing ITU-T Recommendations. In such case, ITU procures testing service globally from legally established entities, such as testing laboratories, which have a competence to perform relevant tests. For example, ITU-T organised a performance assessment test event of vehicle-mounted mobile phones in conjunction with Hands-free Terminals according to Recommendations ITU-T P.1100 and ITU-T P.1110 where testing was conducted by Head Acoustics. It is clear that the credibility of testing results is critical for the success of the ITU Product Conformity Database, especially in the latter two cases c. and d. (see above). Therefore the current stipulation for ITU conformity assessment pilot project and ITU test event is that testing shall be conducted by a legal body with supporting evidence of its relevant competency. Conclusion Regarding your request to include IPTV interop events in the list of pilot projects, ITU-T SG11 would like to seek confirmation from ITU-T SG16 whether the past/future IPTV interop event(s) met/will meet the above requirements and whether they could form a specific pilot project. Please find in the attachment an application form for pilot project to be filled out if applicable. Also we propose to discuss collaboration between SG11 and SG16 on C&I activities at the next JCA-CIT meeting which is scheduled for 7 December 2015.
