On TD-019-GEN “Request to fill a) living list of technologies suitable for testing and b) list of possible pilot projects for conformity assessment against ITU-T Recommendations”. SG15 has discussed the issue and during this meeting no technologies have been identified that need to be tested. As at the last session on CIT delegates expressed views, that the ongoing testing activities, most of them done jointly with other organisations, are sufficient. SG15 had delivered a list of recommendations with a length of 16 pages at the last meeting. Since the work load in SG15 is quite high, SG15 would like to better understand the rational for the maintenance of this list. SG15 would also be interested to learn about consequences that have been drawn out of this list to allow SG15 to better support SG11. On TD-018-GEN Request to all Study Groups to update the reference table of ITU-T Recommendations to be tested for conformity/interoperability, parameters and available test suites, SG15 did not identify a need to update the table as given in the received liaison. Further SG15 would like to draw SG11 attention to the following discussions in SG15: Denis Andreev, TSB verbally presented an update on the status of the C&I program, including a walk through the respective web site. The chair of the meeting asked for a clarification of the terms -3JCA-CIT-I-016 used in C&I documents, including those received as liaison statements into this meeting. The chair mentioned that the term “Conformity assessment” has a specific meaning in the context of type approval and leads to legally binding declarations within the R&TTE directive. TSB confirmed, that according to TSB knowledge, SG11 and JCA-CIT have been unaware of the terminology differences and tried to use wording, pointing towards voluntary testing. The meeting agreed, that also SG11 and JCA-CIT should use “conformance”. SG15 is seeking confirmation from SG11 that this interpretation is shared and that the terms will be modified accordingly. TSB also reported, that a specific SG15 recommendation (G.8265.1) had been tested and is included in the ITU conformity database. The SG15 chair and the Q13/15 rapporteur clarified, that this test had been done by a private company using privately develop test specifications with equipment of some vendors. SG15 had no involvement, the test specs have also not been liaised to SG15. Consequently the meeting asked TSB to correct to entry and remove G. 8265.1 from the list ITU database. SG15 is seeking confirmation from SG11, that the respective entry is removed from the ITU database. TSB also reported, that JCA-CIT had presentations on speed testing for DSL access networks by a regulator and 2 sector members. The chair of WP 1 indicated, whilst he fully supports the relevance of speed testing to verify the compliance with the service offerings and the regulatory framework, this has no linkage to the purpose of the CIT program, which is targeted at interoperability. The meeting asked TSB to discuss with SG11 and JCA-CIT how to properly address the issue and also indicated, that BBF had developed speed tests (WT-304). based on ITU-T SG15 recommendations. SG15 is seeking confirmation from SG11, that the C&I program is limited to interoperability issues. SG15 would be happy to support SG11 to work on tests that verify the implementation of regulatory frameworks and propose to do this in collaboration with other organisation. _________
