China Plays an Important Role in ITU-T
China recognizes the growing role of international standards
for better interoperability in a converged world, and attaches
more and more importance to participating in international
SDOs, including ITU-T.
Researchers from governments, institutes, universities,
telecommunication manufacturers, operators contribute to
ITU-T and serve as chairman, deputy chairman, rapporteur
and editor, in all study groups.
In the emerging technology areas such as IPTV,IMS-NGN,
optical access, China contributes many valuable inputs.
Organizations and companies include Ministry of Industry and
Information Technology(MIIT), China Academy of
Telecommunication Research(CATR), 3 telecom operators,
HUAWEI,ZTE……

Relation between China Communication Standards
and ITU-T Standards
As the main SDO, CCSA (China Communication Standards
Association) organizes more than 300 national and
international institutes, operators, vendors together, outputs
from CCSA include China national standards and
communication industry standards.
In standard development process, CCSA tries to guarantee
that its standards comply with ITU-T relating standards, with
methods such as adoption by reference, adoption by equation.
CCSA has good collaboration with ITU-T, and invites officials
and experts form ITU-T periodically to introduce most recent
progress in ITU-T studies, serving as a bridge between Chinese
organizations and ITU-T.
CCSA’s 10 technical committee (TC)and 3 special task group
(ST) cover all telecom topics, with its influence extended into
more broader ICT area.

IPTV and OTT deployment status

Since 2006, IPTV services have been deployed in 42 big cities
around China;
IPTV services have covered a population of more than 30 million
subscribers by the end of 2012, the largest population around the
world;

Services include VoD, linear TV, time-shift TV, online gaming……
3 main platform provider: HUAWEI, ZTE, Utstarcom;
43 IPTV STB venders;
More than 60 STB products;
Smart TV and OTT STB


2 bidding rounds have been hold by China Telecom to purchase
more than 200k OTT STBs;
Data showed that smart TV had already accounted for 45% of TV
outputs to the end of 2012, and will hit 150 million units in 2015
according to the forecast;
China has published a set of IPTV related standards,
mainly focusing on framework, interfaces, protocols and
security;

Development status of IMS and SDN in China
IMS based NGN:


3 main telecom operators have deployed IMS-based NGN, or have
conducted experimental deployment;
Core network equipments are provided by different venders and
cooperate well by conforming to common protocol;
China started developing SDN (software Defined
Network) related standards in 2012. CCSA set up a net
work item on SDN (called Future Data Network work
item) to design future internet technologies.

IPTV interoperability test activities in China
China operators have developed their own enterprise
standard on the interface between platform entities and
IPTV STB;
3 main telecom operators have carried out
interoperability tests against their own enterprise
interoperability standards when selecting and purchasing
IPTV STBs in their IPTV deployment process.
Equipments which have passed the tests will got
certificates and be added into the purchasing database.

Video conference conformity test activities in China
Video conference conformity test are carried out against
China communication industry standards:



Video conference system architecture;
H.323/SIP protocol and communication flow;
Equipment standards(MCU, TE, …)
Equipments which have passed the test will got network
access certificates and be permitted to be deployed into
the public network.
Video conference conformity test puts emphasis on
information security, communication standards and
performance, aiming to ensure interoperability and
security.
