28-1 Emerging Frontiers in Research
and Innovation 2014 (EFRI-2014) TwoDimensional Atomic-layer Research and
Engineering (NSF)
The Directorate for Engineering at the
National Science Foundation has established the Office of Emerging Frontiers in
Research and Innovation (EFRI) to serve a
critical role in focusing on important
emerging areas in a timely manner. This
solicitation is a funding opportunity for
interdisciplinary teams of researchers to
embark on rapidly advancing frontiers of
fundamental engineering research. For this
solicitation, they will consider proposals
that aim to investigate emerging frontiers
in the following research area: TwoDimensional Atomic-layer Research and
Engineering (2-DARE). This solicitation is
coordinated with the Directorate for Mathematical & Physical Sciences within NSF.
Additionally, interest within other Federal
agencies, specifically Air Force Office of
Scientific Research (AFOSR), may lead to
an interagency effort. EFRI seeks proposals with transformative ideas that represent
an opportunity for a significant shift in
fundamental engineering knowledge with

on national needs or a grand challenge.

Potential proposers are advised to refer

encouraged to contact DoD program
managers listed at those sites before submitting proposals. A proposal may be
submitted to more than one administering agency; however, only one administering agency will fund the proposal, if
selected, under the 2014 DURIP. A central purpose of the DURIP is to provide
equipment to enhance research-related
education. Therefore, proposals must
address the impact of the equipment on
the institution’s ability to educate students, through research, in disciplines

28-3 Paleo Perspectives on Climate
Change (P2C2) (NSF)
The goal of research funded under the
interdisciplinary P2C2 solicitation is to
utilize key geological, chemical, atmospheric (gas in ice cores), and biological
records of climate system variability to
provide insights into the mechanisms and
rate of change that characterized Earth’s
past climate variability, the sensitivity of
Earth’s climate system to changes in forcing, and the response of key components
of the Earth system to these changes.
Important scientific objectives of P2C2
are to: 1) provide comprehensive paleoclimate data sets that can serve as model
test data sets analogous to instrumental
observations; and 2) enable transformative syntheses of paleoclimate data and
modeling outcomes to understand the
response of the longer-term and higher
magnitude variability of the climate system that is observed in the geological and

28-4 Laura Bush 21st Century
Librarian Program (IMLS)
The Laura Bush 21st Century Librarian
Program (LB21) invests in the nation’s
information infrastructure by funding
projects designed to address the education
and training needs of the professionals
who help build, maintain, and provide
public access to the world’s wide-ranging
information systems and sources. In 2013,
the Laura Bush 21st Century Librarian
Program will support projects to develop
faculty and library leaders, to recruit and
educate the next generation of librarians
and archivists, to build institutional
capacity in graduate schools of library
and information science, and to assist in
the professional development of librarians
and archivists. This grant program is
especially interested in developing information professionals who can help manage the burgeoning data generated by the
nation’s researchers, serve as stewards of
the nation’s cultural legacy, and meet the
information needs of the underserved.
The program also seeks to help librarians
develop the information and digital literacy of their communities, as well as other
critical skills their users will need to be
successful in the 21st century. This program addresses the field’s need to
advance the work of new faculty in
library and information science by supporting an early career development program for untenured, tenure-track faculty.
Research conducted under the early
careers program should be in the faculty
member’s particular research area and is

Foundations (CCF): Core Programs

CISE’s Division of Computing and Communication Foundations (CCF) supports
research and education projects that
develop new knowledge in three core programs: The Algorithmic Foundations
(AF) program; The Communications and
Information Foundations (CIF) program;
and The Software and Hardware Foundations (SHF) program. Proposers are
invited to submit proposals in three
project classes, which are defined as follows: Small Projects - up to $500,000
total budget with durations up to three
years; Medium Projects - $500,001 to
$1,200,000 total budget with durations up
to four years; and Large Projects $1,200,001 to $3,000,000 total budget

28-6 Partnerships for Innovation:
Accelerating Innovation ResearchTechnology Translation (PFI:AIR-TT)
(NSF)
The NSF Partnerships for Innovation
(PFI) program within the Division of
Industrial Innovation and Partnerships
(IIP) is an umbrella for two complementary subprograms, Accelerating Innovation Research (AIR) and Building
Innovation Capacity (BIC). In the final
analysis, both programs are concerned
with the movement of academic research
discoveries into the marketplace although
each focuses on different stages along the
innovation spectrum. The subject of this
solicitation is PFI: AIR Technology
Translation (TT) only. The PFI: AIR-TT
solicitation is intended to help bridge the
funding gap between existing research
discoveries that validate relevant science
and engineering fundamentals and their
translation through proof-of-concept, prototype, or scale-up along a path toward
commercialization and engage faculty
and students in entrepreneurial/innovative
thinking. The proposal must have at least
one and no more than four co-PIs. One
co-PI must have explicit business experience (for example, someone from the
technology transfer office, the business
school or a local/regional development
office) and must have an active role that is
explicitly described along with the specification of a time commitment on the

Infectious Diseases (EEID) (NSF)
The Ecology and Evolution of Infectious
Diseases program supports research on
the ecological, evolutionary, and socioecological principles and processes that
influence the transmission dynamics of
infectious diseases. The central theme of
submitted projects must be quantitative or
computational understanding of pathogen
transmission dynamics. The intent is discovery of principles of infectious disease
transmission and testing mathematical or
computational models that elucidate
infectious disease systems. Projects
should be broad, interdisciplinary efforts
that go beyond the scope of typical studies. They should focus on the determinants and interactions of transmission
among humans, non-human animals, and/
or plants. This includes, for example, the
spread of pathogens; the influence of
environmental factors such as climate; the
population dynamics and genetics of reservoir species or hosts; or the cultural,
social, behavioral, and economic dimensions of disease transmission. Research
may be on zoonotic, environmentallyborne, vector-borne, or enteric diseases of
either terrestrial or freshwater systems
and organisms, including diseases of animals and plants, at any scale from specific
pathogens to inclusive environmental systems. Proposals for research on disease
systems of public health concern to developing countries are strongly encouraged,
as are disease systems of concern in agricultural systems. Investigators are
encouraged to involve the public health
research community, including for example, epidemiologists, physicians, veterinarians, food scientists, social scientists,
entomologists, pathologists, virologists,
or parasitologists with the goal of integrating knowledge across disciplines to
enhance our ability to predict and control

28-10 High Priority Behavioral and
Social Research Networks (R24) (NIH)
The purpose of this funding opportunity
announcement (FOA) issued by the
National Institute on Aging (NIA), working in part with funds contributed by the
NIH Office of Behavioral and Social Sciences Research, is to provide infrastructure support for advancing development
of specific emerging and high priority
interdisciplinary areas of behavioral and
social research of relevance to aging. The
infrastructure support will facilitate
research networks through meetings, conferences, small scale pilots, training, and
dissemination to encourage growth and
development of specified priority areas
and of resources for the field at large.
Projects are solicited that will develop,
strengthen, and evaluate transdisciplinary
