Limited Submissions
Limited submission programs have
sponsor restrictions on the number of
proposals that may be submitted by a
single institution and will require institutional screening to determine which
applications will be submitted. Dr. Jim
Guikema, Associate Vice President for
Research, is the internal coordinator for
limited submission programs. Please
notify him at 785-532-6195, email:
guikema@ksu.edu, by the Internal due

GENERAL
20-1 FY 2012 - 2013 Broad Agency
Announcement (BAA) (DOC)
The purpose of this notice is to request
applications for special projects and programs associated with NOAA’s strategic
plan and mission goals, as well as to provide the general public with information
and guidelines on how NOAA will select
proposals and administer discretionary
Federal assistance under this Broad
Agency Announcement (BAA). This BAA
is a mechanism to encourage research,
education and outreach, innovative
projects, or sponsorships that are not
addressed through our competitive discretionary programs. NOAA-NFA-NFAPO2012-2003133 (GG 12/1/11)

20-2 Innovative Biosynthetic Pathways
to Advanced Biofuels (DOE)
The Biomass Program has recently developed Critical Technology Goals (CTG)
related to a) converting biomass into processable sugars or other fractionation
products and b) upgrading those processable sugars or biomass fractions into products such as advanced biofuels. The focus
Vol. 21, No. 20
of this FOA is found in these two topic
areas: Topic Area 1- Intermediate Production: Innovative synthetic biological
approaches to the cost-effective fractionation of lignocellulosic biomass, both
terrestrial and aquatic, into processable
components such as fermentable sugars,
modified lignin suitable for conversion
to higher value materials, and oligomeric
sugar fractions or biopolymers that are
more easily converted to monomers for
further processing. Topic Area 2- Intermediate Transformations: Innovative
synthetic biological approaches to the
cost-effective and high yield conversion
of processable component fractions into
advanced biofuels and high-energy
impact bioproducts. DE-FOA-0000719

20-3 Research Initiatives at the Naval
Postgraduate School (NPS)
The Naval Postgraduate School (NPS) is
interested in receiving proposals for
research initiatives that offer potential for
advancement and improvement in the
NPS core mission of graduate education
and research. Readers should note that
this is an announcement to declare NPS’s
solicitation in competitive funding of
meritorious research initiatives across a
spectrum of science and engineering,
business, politics and public/foreign policy, operational and informational sciences, and interdisciplinary disciplines
that support the NPS’ graduate education
and research mission. Prior to preparing
proposals, potential offerors are strongly
encouraged to contact an NPS point of
contact (POC) whose program and
research efforts best match the Offeror’s
field of interest. NPS-BAA-12-004 (GG

20-4 Enhancing Access to the Radio
Spectrum (EARS) (NSF)
The National Science Foundation’s
Directorates for Mathematical and Physical Sciences (MPS), Engineering (ENG),
Computer and Information Science and
Engineering (CISE), and Social, Behavioral, and Economic Sciences (SBE) are
coordinating efforts to identify bold new
concepts with the potential to contribute
to significant improvements in the efficiency of radio spectrum utilization, and
in the ability for traditionally underserved Americans to benefit from current
and future wireless-enabled goods and
services. EARS seeks to fund innovative
collaborative research that transcends the
traditional boundaries of existing programs, such as research that spans disci-
plines covered by two or more of the
participating NSF directorates. NSF 12546 (GG 5/14/12)

20-5 Advancing Informal STEM
Learning (AISL) (NSF)
The Advancing Informal STEM Learning
(AISL) solicitation invites investigators to
propose ideas, concepts, models, and
other opportunities for learning and learning environments that will capture the
creative and innovative potential of informal STEM learning for the future, and
potentially forge new connections across
all STEM learning communities. Leveraging new and emerging technologies,
STEM learning can now be located and
situated wherever the learner is and customized to meet the learner’s educational
needs. New interdisciplinary collaborations and partnerships for informal learning among academia, industry, and
government can greatly advance our
nation’s goals to produce a scientifically
and technologically literate population
and workforce. NSF 12-560

AGRICULTURE
20-6 Integrated Forest Products
Research Program (USDA)
The intent of this program is to stimulate
the generation of new knowledge and
transfer technologies that are necessary to
balance the sustainable use of U.S. forest
resources to maintain a vigorous, globally
competitive domestic forest products
industry. The FPR is uniquely designed to
address the varying needs and opportunities of the different regions of the country
but within a national needs framework. It
is specifically designed to respond to current and emerging wood utilization issues,
create new and improved value-added
products, and provide technical information for the production of cross laminated
timber from our Nations wood supply,
which are critical to the sustainability of
the national economy. USDA-NIFASRGP-003808 (GG 5/24/12)

projects; and radio projects. Interactive
digital media may be websites, games,
mobile applications, virtual environments, streaming video, or podcasts. Film
and television projects may be single programs that address or a series that
addresses significant figures, events, or
developments and draw their content
from humanities scholarship. They must
be intended for national distribution.
Radio projects may involve single programs, limited series, or segments within
an ongoing program vehicle. They may
also develop new humanities content to
augment existing radio programming or
add greater historical background or
humanities analysis to the subjects of
existing programs. They may be intended
for regional or national distribution.

20-9 Advanced Computational and
Modeling Research for the Electric
Power System (DOE)
The objective of this Funding Opportunity Announcement (FOA) is to leverage
scientific advancements in mathematics
and computation for application to power
system models and software tools, with
the long-term goal of enabling real-time
protection and control based on wide-area
sensor measurements. Specifically, this
FOA focuses on two foundational
research challenges: 1) handling of large
data sets to improve suitability for operational (and/or planning) models and analysis; and 2) faster than real-time
simulations that improve understanding
of system dynamics to help guide operational decision-making. DE-FOA00000729 (GG 5/22/12)

20-10 ROSES 2012: Remote Sensing of
Water Quality (NASA)
Water is the foundation of life on Earth.
Water supply is a critical aspect of human
society, enabling a wide range of recreational, social, and economic activities.
Entrained in these activities is water quality: that the water to be used by human
beings, society, ecosystems, etc., is of an
appropriate characteristic or property for
use. Threatening the aquatic environ-
ments are global climatic changes and
episodic environmental events that have
significant impacts on water quality and
availability. Satellite observations of rivers, streams, and coastal and global
ocean, as well as terrestrial and atmospheric processes are needed to understand what Earth System processes
impact water quality. It is critical to identify event-scale phenomena (e.g., hurricanes, their frequency and intensity) and
their impact on water availability and
quality. NNH12ZDA001N-WATER (GG
